A bill to ensure those arrested in the wake of the Plateau-attacks be tried in Jos, has been approved by the Plateau State Executive Council at it's meeting of July 31, 2018 presided over by Bar. Simon Lalong, Governor of Plateau State.


A statement by Yakubu Dati the commissioner for information and communication made available to newsmen in Jos reads that the bill which also empowers women to stand as sureties, will be sent to the Plateau State House of Assembly for passage into law.


The bill to Establish a law to provide for the Administration of Criminal Justice in Plateau State will revolutionise the criminal justice system in Plateau State.

Ex VC Unijos Cautions Against Incisive Preaching.....

Religious leaders have been cautioned to guard against politically incisive messages that creates division among the people.


The former Vice Chancellor of the university of Jos, Professor Monday Mangwvat stated this in Jos at the on going Peace and Security Conference organized by the Plateau Peace Building Agency.


Mangvwat who condemned the killings of persons by gunmen suspected to be herdsmen further said  "The crisis is not about Lalong  or any politician, and I urge all citizens of Plateau to support the government to ensure that lasting peace is restored in the state".


The conference which ends today  has the  theme, "Resurgence of Violent Attacks in Plateau state, Forging a Multi Stakeholders in Partnership for Peace and Security.


It was declared opened by Gov Simon Lalong with keynote address by Charge de Affaires of the United  States Embassy Abuja David Young, amongst other speakers

The peace building conference  with the theme"Arresting the resurgence of violent conflict in plateau state "






Before the commencement of the panel discussion there was a brief highlights on the need for community collaboration in problem solving in the crisis incidence and it was been briefed by Mrs Isioma from the USIP which she gave a practical example in community collaboration  in solving problems  in crisis situation and we learnt that there is a high need of community collaboration ,cooperation in conflict resolution.

The Panel discussion was focused on the role of youths
towards peace building efforts .
constituted by the chair leader of the panel Mr Peter Mancha UNWomen, president PYC(Dr Fabong Jemchang) Irigwe
Youth Movement(IYM) Mr Chinde,(BYM)Berom Youth Mulder Association  Rwas Choji
And youth leaders of CAN and Muslim body
And summarised by Emma Nanle... in his words,
"We need to begin to ask ourselves what is that new thing we need to do that will give us the quantum leap for peace."


  Discussion was focused on youth involvement in violent cause they are vulnerable due to certain factors ranging from
 Use of banned substances, cattle rustling,
Involvement in attacks on communities etc
Different speakers stated thus:
When we come to gatherings like this we
must say the truth,  thus the need to speak
Without reservation was well stressed by all the discussants
Also, the need to give the crisis its right nomenclature
Was stressed as the bone of contention was
The attacks as against such insinuations as crisis.

The big question was however on the fact that who
Is a farmer? and who is a herder ?as speakers stressed
That most farmers in the villages have some livestocks

The speakers also emphasized
the need to leave Accusations and counter Accusations
In the narrative as Accusations has been the order of the day.
All agreed that YOUTHS ARE CRITICAL
STAKEHOLDERS IN PEACE BUILDING PROCESS.
According to PYC chairman,Dr Fabong Jemchang "Political,  Economic
and Social Exclusion of Youths has made Youths
tools in the hands of desperate citizens in fueling crisis
of different Nature"

Also the dimension of giving the attacks a political
Coloration  should be frowned at.
The panel chairman thus submitted that, "We have to identify the
 issues and identify the gap, then we can proffer a practical
solution to the problem.

Plateau State Peace Building Agency Holds Three Days Peace Conference...

Plateau State Peace Building Agency  headed by Joseph  Lengmang has organised a three (3) day peace conference.

The peace conference which commenced on the 30th of July at Crest Hotel, Jos is expected to end on the 1st of August,  2018.

Welcoming guests and participants,Director General of the Plateau State Peace Building Agency Joseph Lengmang said the Agency is very concerned that its various interventions alongside CSOs,NGOs and other stakeholders was punctured recently by the resurgence of violent attacks in the State and said it serves as a wake-up call on all to intensify interventions in the areas of peace building.

He said such necessitated the kind of stakeholders involved in the conference saying this is the first of the series of face to face interventions being planned by the Agency.

Lengmang appreciated the US Embassy, United States Institute Of Peace and the Mercy Corps for supporting the Agency to put up the conference.

The conference was declared open by Governor Simon Bako Lalong of Plateau State and had in attendance, Da Jacob Buba Gyang the Gbong Gwom Jos ,Justice Yakubu Dakwak the Chief Justice of Plateau State, Rt Hon. Joshau Madaki the Speaker of Plateau State ably represented by Rt Hon Saleh Yipmong the Deputy Speaker of Plateau State House of Assembly, and US Embassy representative among many others.

I'll Remain Focus On The Enthronement Of Peace In Plateau-Gov Lalong..

Plateau State Governor, Simon Lalong, has said that his administration will remained focus in the enthronement of peace and unity in the state despite activities of enemies of peace who are bent on dragging the state to the gory past.

He said two separate committees have been constituted recently  to work on the safe return and resettlement of all IDPs to their homes and provide humanitarian needs of the victims.

Lalong disclosed this on Monday while declaring open a three day Peace and Security Conference, Organised by Plateau Peace Building Agency, title: "The resurgence of Violence in Plateau state: Towards a Multi Stakeholder Partnership for Peace and Security" held at Crest hotel, Jos, Plateau State.

"I am saddened by the fact that some of the modest successes we have recorded in our collective efforts to build peace within the last three years, have been undermined by agents of destabilization and enemies of peace.

"We shall not however despair and neither shall we relent in our commitment to tackle the challenges of peace and security regardless of the evil machinations of those who have sworn to take us back to our gory past."

"Our administration is committed to implementing the white paper from the Berom and Fulani Peace Committee. We believe this is also a panacea for building inclusive peace, based on the recommendations of the conflict parties.

"I recently constituted and inaugurated two separate committees to work on the safe return and resettlement of all IDPs to their homes in the one hand, and in the other, provide for the immediate humanitarian needs of the victims of the crisis with a view to saving lives and maintaining the dignity of human persons.

Lalong said President Muhammadu Buhari would confer a National Honor Award on the Imam of Yelwa, Gidin-Akwati, Alh. Abdullahi Abubakar for saving over 300 children and christian women during the recent bloody attacks that perished several lives in the villages of Barkin-Ladi Local Government Area of the state.

"We have discussed the positive role played by the Imam of Yelwa, Gindi-Akwati, Alhaji Abdullahi Abubakar in the recent attacks in some villages of Barkin-Ladi Local Government and how he saved 300 women and children in a community of about 1000 people. The President has asked me to bring him for a hand shake and to confer on him a National Honour Award.

"The people he saved are not only Plateau people but  they are Nigerians. We should imbibe this same spirit anywhere we found ourselves for the enthronement of enduring peace and unity in our country; this is because life is sacrosanct."

He said the recent gory events will not discourage his administration in the pursue of peace and unity; and vowed not to give crisis merchants a breeding space in Plateau.

Meanwhile, the Charge de Affaires of US Embassy, Abuja, Mr. David Young, urged Nigerian Government to arrest and charge to court evil men behind the killings of innocent persons in the Middle Belt region of the country.

He said prosecuting those who have been arrested in connection to the killings in Plateau, Benue, Zamfara, Taraba and other parts of Nigeria would be a step towards ending the circle of violent.

"The US Government condemned in the strongest term the violence that claimed innocent lives here in Plateau state, across the Middle Belt and across Nigeria. The killing of innocent persons is not acceptable, whether in Plateau, Zamfara, Benue, Borno, Delta, Taraba states and any other parts of the country."

The Director General of Plateau Peace Building Agency, Mr. Joseph Lengmang, said the peace government and the agency had worked for in the last three years was truncated by enemies of peace during the recent attacks in the state.

Lengmang stressed that the Peace Agency will continue to work and create mutual understanding with various ethnic nationalities in the state for absolute and sustainable peace.

Plateau killings;Buhari To Honour 83 year old Cleric Who Shielded About 300 People Says Gov Lalong...

Plateau state governor Simon Lalong, on Monday said President Muhammadu Buhari would soon honour  83 year old Islamic cleric Alhaji Adullahi Abubakar .


 Our correspondent reports that Abubakar is the  Muslim cleric who  shielded  about  300 people  who ran to his home when killer herdsmen invaded a community in Barkin Ladi local government the village  in Plateau State and killed dozens of people.


The attack  took place in  Plateau villages between Saturday, June 23 and Sunday, June 24 in Barkin Ladi local government council of the state .


Our correspondent reports that  the  Muslim cleric threw his door open to locals who were running from the attackers in Nghar Yelwa on that day .


 The people had been running from neighbouring villages in Barkin Ladi local government area.


Many of those the Imam provided shelter were natives  .


Our correspondent reports that he  took the women to his personal house first to hide them  and later  hid the men inside the mosque," .


Speaking at the peace and security conference in the state organized by the Plateau peace building agency with the theme Resurgence of Violent Attacks in Plateau state ,forging a multi stakeholders in partnership for peace and security ,the state governor Simon Lalong said I have spoken to Mr President and he said I should personally bring him to Abuja for a handshake and  later I believe he would be given a  national award ,he said .


Charge de Affaires of the United  States Embassy Abuja David Young  also commended Abubakar for saving over 300 persons when the gunmen attacked the communities in Barkin Ladi local government .

SPEECH OF HIS EXCELLENCY, THE EXECUTIVE GOVERNOR OF PLATEAU STATE, ON THE OCCASION OF A THREE DAY PEACE AND SECURITY CONFERENCE WITH THE THEME A RESURGENCE OF VIOLENCE IN PLATEAU STATE: FORGING A MULTI-STAKEHOLDER PARTNERSHIP FOR PEACE AND SECURITY, HOLDING FROM THE 30TH JULY, 2018 TO 1ST AUGUST, 2018 AT THE CREST HOTEL, JOS

PROTOCOL

It gives me great pleasure to be here today in the company of some of the most critical players in our states architecture for Peace and security.  Let me express my profound gratitude to you all for honoring our invitation to participate in this 3-day conference.

It is with sadness that I remember the lives we have lost as a result of the systematic attacks which punctuated the peaceful coexistence of our citizens in some Local Government Areas of the State in the last one month. We continue to commiserate with all those who have lost their loved ones and will continue to lend support to those IDPs who have lost their homes and livelihood as a result of these violent attacks.

I am particularly saddened by the fact that some of the modest successes we have recorded in our collective efforts to build Peace within the last three years, have been undermined by agents of destabilization and enemies of Peace. We shall not however despair and neither shall we relent in our commitment to tackle the challenges of peace and security regardless of the evil machinations of those who have sworn to take us back to our gory past.

The Theme of this conference- “Resurgence of Violent Attacks in Plateau State: Forging a Multi-stakeholder Partnership for Peace and Security” is quite apt. The conference is indeed part of governments broader effort to explore, sustain and expand on the momentum for security provision and peace building within the framework of the Peace Building Agencys Five-Year Strategic Plan. You are very much aware that Peace and security have always been at the top of our Policy Thrust, and it will continue to be our major preoccupation until we succeed in breaking the conflict trap, and thus reversing the ugly trend for the collective good of our citizens. This I assure you is something that is achievable as we cooperate and collectively work towards same.

You will recall that the Plateau State Roadmap to Peace was launched by Mr. President early this year. This document is our Strategic Framework for preventing the outbreak of violent conflicts through the detection of early warning signs of conflict and the facilitation of systematic dialogue. The implementation of this document which speaks to a wide range of conflict issues will help transform the conditions that give rise to violence, and at the same time help build trust and confidence among our people. These are no doubt key ingredients for building durable Peace.

Similarly, our administration is committed to implementing the white paper from the Berom and Fulani Peace Committee. We believe this is also a panacea for building inclusive Peace, based on the recommendations of the conflict parties. In addition to this, I recently constituted and inaugurated two separate committees to work on the safe return and resettlement of all IDPs to their homes in the one hand, and in the other, provide for the immediate humanitarian needs of the victims of the crisis with a view to saving lives and maintaining the dignity of the human person.

Today we are here to in a very clear and symbolic way, commence the implementation of the Road Map to Peace document which was launched earlier in the year. This multi level strategic peace and security engagement will ensure with the commitment of all stakeholders, that our plan for peace and security in Plateau state succeeds.

I believe you are here because you want to be a part of the solution and not the problem.  As we move in this direction, we must be ready to do extra ordinary things as a demonstration of our desire to challenge wrong assumptions and repair broken relationships.

We should see our roles in this conference as a tree planting event which will grow for the benefit of our children and generations yet unborn.  As we proceed in this direction, lets be steadfast in our resolve to live together in Peace while working for a future where the sun shines brighter over our mountains. As a people we know that the rarest flowers are those that have shown resilience to grave difficulty; I can confidently say that we all have shown such resilience and I will not hesitate from urging you to continue in this direction with an indomitable will.

Let me thank Professor Monday Mangvwat for setting the tone of this conference with his key note address. I am always fascinated by his deep thoughts and insights on social and economic issues at the local and national levels. I must also recognize the roles that NGOs, the Civil Society and International Non-Governmental Organizations have been playing in supporting our efforts to prevent and resolve conflicts in Plateau state.

I am particularly grateful to you for establishing partnerships with the Plateau Peace Building Agency. We count on such collaborative partnerships to help deliver on the promise of peace and security as there are limits to what the government can do, to prevent violent incidences of the kind we have seen in recent times. This is why the 'Justice and Security Dialogue', an intervention project of the United States Institute of Peace (USIP) which I have the honor of launching today is indeed very timely. I understand this project would be implemented by the USIP in conjunction with the Plateau Peace Building Agency.  This is very encouraging and I thank you for your foresight and support.

Similarly, let me thank the Embassy of the United States of America in Abuja Nigeria for your support to the government and people of Plateau state. I remain confident of the future because of your commitment to supporting local initiatives for Peace and also for helping to position our Peace Building Agency on a sound footing.

Gov Lalong Secures Support For Plateau Sate Disability Rights Commission....

Plateau State Governor Simon Lalong's participation at the just concluded "Global Disability Summit" in London has attracted support for the state Disability Rights Commission.


According to Hon. Yakubu Dati the Plateau State Commissioner of Information & Communication, Governor Lalong attracted support in the area of Manufacture and distribution of aid devices which are to be delivered to the State between August and September this year.

While at the summit, Governor Lalong briefed the organization on the effort of his administration in mainstreaming people with disabilities in his government's policies and programmes, especially, the state Fadama project, Potato value chain scheme as well as the Fadama Micro finance Bank  to boost access to Finance.

He also disclosed his administration has taken deliberate measures to improve the quality of life of people with disabilities. This, he said is through education, access to quality health care, improved livelihood and access to justice.

Governor Lalong also held a bilateral meeting with a member of Parliament Harriet Baldwin, the minister of state in the foreign and common wealth office in charge of the department  for international Development, DFID of the British Government where he expressed his passion, commitment for Disability Rights in Plateau state.

The minister in her response pledged the support of the UK government for the Plateau state Disability Rights Commission.

The Governor was accompanied to the summit by James Lalu, chairman, Plateau state Disability Rights Commission, the Nigeria Minister of Women Affairs and Deputy Governor, Jigawa state.

Gov Lalong And His Quest For Sustainable Peace On The Plateau....

There is no doubt that the simmering conflicts and violent attacks over the years in Plateau State has retarded harmonious interaction and rapport among the various ethnic groups in the state that was once a reflection of its slogan (Home of Peace and Tourism), also, these conflicts can be rooted   to   settlers-indigenes   disputes,  unresolved  political   differences, perceived  social   and economic marginalization, bad government policies, high level of unemployment, poverty and inequality in the state’s socio-economic relations, etc. Plateau State has had major outbreaks of violence in 2001, 2004, 2008 and 2010, 2012 and beyond as highlighted thus:September 2001, Violent clashes in Jos with over 3, 000 persons killed, 28 Nov. 2008 Religious violence in the city of Jos over 700 people killed, December 2008 Violent clashes over disputed election result in Jos over 400 people killed, 17–20 January 2009 Resurgence of religious crisis in Jos. Plateau 320 killed, January 17 2010 Hundreds of people were reported killed after clashes in Jos, most by gunfire. Police estimate death toll at 326, although some community leaders put the figure at more than 400.  Jan 22, 2010- 150 bodies allegedly confirmed dead and pulled froma well in Kuru Karama, March 2010 - Hundreds of people are killed in clashes between Fulani pastoralists and Christian villagers in the mostly Christian villages of Dogo Nahawa, Zot and Ratsat south of Jos. The the plateau State Commissioner for Information Gregory Yenlong said more than 300 people haddied. December 2010 - At least 80 people are killed followed by bombings as well as clashes for two days later between youths in Jos. January   2011   -   Human   Rights   Watch   says   more   than   200   people   killed   in   violence   over preceding month, many hacked to  death or burned alive in attacks  on villages, and reprisal killings in Plateau state.July 20 2011- 5 people killed in fresh violence in Angwan Rukuba. October 6 2011 unknown assailants attacked Gwol village in Barkin Ladi, injuring nine and killing one. September 11,2011 2 explosive devices were thrown at the West of Mines area and a number of casualties were recorded.September 2011- attacks in 2 villages of Barkin Ladi; kakpwis in Foron district and Kuzen of Gashit district.February 2012 suicide bombers attack at COCIN Headquarters and St Finbarrs Catholic Church,Rayfield
July 8  2012, 14  rural communities were attacked, namely Gashish, Matse village   63 people killed,  Barkin   Ladi  incessant   attacks  leveled  on  the   villages  by   marauding  suspected   Fulani militias.   A   total   of   103   people   killed   including   senator   Gyang   Dantong   and   Hon.   Gyang Danfulani.October 11 2012 suspected Fulani herdsmen killed 14 people in three villages in Riyom LGA November 26 2012. The gruesome killing of eight people at a beer parlour in Heipang, Barkin Ladi by men dressed in military fatigues in a Toyota Hilux van belonging to the Special task force. These  senseless  killings  coupled  with  some   unreported attacks  puts the   number  of   death at numbers that cannot be imagined until 2015.  This persistent recurrence of violence has had a negative impact on the people ranging from, destruction of lives and properties, livelihoods,create hate and mistrust among citizens of Plateau State, as well as the partitioning of the city along religious and ethnic lines. Even though peace is returning to Jos, it is still in a condition of pervading and volatile tension Governor Lalong after assuming office in 2015 understood the magnitude of this, with a 5-pointpolicy thrust of Peace, Security and Good Governance, Human Capital Development and social welfare, Agriculture and Rural Development, Entrepreneurship and Industrialization, physical infrastructure and Environment, which cannot  be successfully achieved in an atmosphere of rancor,   the   governor   quickly   established   the   Plateau   Peace   Building   Agency   headed   by   a pragmatic leader Mr Joseph Lengmang with a mandate to explore all avenues to return Plateau on the path of sustainable peace.This agenda the agency has committed by pursued leading to the unveiling of the Plateau state peace roadmap and the establishment   early   warning signals to halt such violent attacks   and unnecessary loss of lives and valuables. The  peace   loving   people  of   Plateau   state  and   many   social   commentators   believed  that   the commitment of the Governor toward peace building was yielding positive result as there was relative peace on the Plateau for a while until the recent attacks in some villages within Riyom,Barkin Ladi and Bassa that has again brought tears and anguish to indigenes and residents of these Local Government areas besides the loss of innocent lives and properties, one of the most open results of the incessant violent conflicts is the massive movement or migration of households out of violent prone areas with some of them relocating within the city in areas perceived as safe for them. Following the immediate intervention of the governor to half the near breakdown of law and order after the recent attacks in Barkin Ladi, it became obvious that the road to a sustainable peace on the plateau is a tortious one.Again with the vow of Governor Lalong to put Plateau on the path of sustainable growth, he commits himself to find a lasting solution to lingering problem of peace within the Plateau and to
come up with a sustainable roadmap to peace, to actualize this drive and passion within him, the governor after visiting affected communities and displaced persons focused on the need to bring justice to those affected by the attacks, this commitment of the governor no doubt is yielding positive  results  as  the  Operation Safe   Haven and  men  of the   military   upon  relocating  their operational base to the affected Local Government area in Barkin Ladi has arrested over 20 suspects with deeper commitment to bring a stop to the attacks. In furtherance  to   his   commitment  towards   returning  a   sustainable peace   on   the Plateau,  the governor has further directed a high powered committee to immediately come up with proper recommendations towards the immediate and appropriate resettlement of displaced person(s) to their ancestral homeland (that has never been done in the history of all the violent attacks that has displaced thousands of people in Plateau State), in this renewed commitment, the governor vows to resist any form of indiscriminate occupation of lands by any group in the name of land grabbing, a move many people believe is on course for a sustainable peace. Indeed, Governor Lalong has proved that his heart is after his people and with the developmental drive he has put in towards the betterment of the rural populace, peace and security of lives and properties of rural dwellers cannot be compromised by anybody or group of persons. As the resettlement of displaced persons are gradually being concluded, one will only wish and pray that   the  efforts  of  the  executive   Governor   will  once   again  return   Plateau  on  the  path  to  a sustainable peace where residents across all local government areas will carry out their legitimate business without fear of any kind and to return Plateau to the good days of Home of Peace and Tourism.

OPSH Parades Suspected Criminals For Gun running ,Arm Robber,Cattle Rustling In Plateau....

Operation Safe Haven, the Special taskforce maintaining law and order in Plateau State ,Bauchi and Southern Kaduna  has paraded 10 suspected criminals for various offences including gun running, cattle rustling, armed robber, impersonation and illegal possession of fire arms.


Among the suspects paraded was a Police sergeant arrested for gun running. The Media and Information Officer of the taskforce, Major Adam Umar said Sgt. Zakariya John and Sani Mohammed were arrested for gun running while Victor Davou and Dagwom Joshua were arrested for cattle rustling and Mark Utaru, Isa Kabiru and Bitrus Emmanuel were arrested for armed robbery.


Major Umar also explained that Patrick Choji and Yakubu Davou were found in possession of fire arms while Sani Haruna was arrested for impersonation.

He said the suspects were arrested in Jos north, Jos south, Barkin Ladi and Nasarawa State.  

He said Men of the taskforce had used Sani who has been in their custody to lure Sgt. John with the intention of supplying the special armour to him and after the negotiations, security agents had swooped in and arrested John.  

Major Umar said the police sergeant is cooperating with security agents while the suspected cattle rustler was arrested in Nasarawa state with three of the rustled cows from Fan village in Barkin Ladi. He said investigation after his arrest had led to the arrest of the buyer who was on a wheel chair.

Gov Lalong To Strengthen SEMA..

Plateau State Governor, Simon Simon Lalong has announced that his administration will soon restructure and reorganize the State Emergency Management Agency to make it more responsive to humanitarian and natural disasters.


   Lalong, who was represented by his deputy, Prof. Sonni Tyoden announced this when members of the Disaster Management and Mitigation Platform(DMMP) , launched by Christian Aid, an international non governmental organization, paid him a courtesy visit in his office in Jos on Thursday .


   He further said that the State House of Assembly had already passed the State Emergency Management Agency bill into law, adding that recent developments in the state had made it imperative to improve on the operations of SEMA.


   The Governor appreciated the critical role early warning and early response could play in disaster management, and commended Christian Aid for choosing the state for the pilot program.


   Earlier, the leader of the delegation and Program Officer for Disaster Management and Peace Building in Plateau State, Mr Sendi Dauda said the state was among 3 states selected by Christian Aid to build capacities of communities for early warning and early response to flood disasters.


   He stated that 3 communities each in Jos North, Jos East and Shendam Local Government Areas had been chosen for the pilot program, where stakeholders would be trained on how to identify early warning signs of flooding and how to manage them when they occurred.


   Mr Dauda, who was accompanied on the visit by representatives of SEMA, NEMA, non governmental organizations, Red Cross and the Ministry of Information and Communication, also said that the SEMA staff would be trained in disaster management and mitigation to boost their preparedness to respond to disasters, especially flooding.

FEC Approves Additional #122m For Completion Of Mangu Dam In Plateau....

The federal Executive Council(FEC)on Wednesday approved an additional #122.2million for the completion of mangu dam in Plateau. The Minister of water resources, Alhaji Suleiman Adamu disclosed this when he addressed state house correspondents at the end of the council's meeting which was presided over President Buhari at the Presidential Villa,Abuja.

Adamu said that the approval followed memo submitted to the council for the augmentation of revised estimated total cost for the completion of the dam project which was started in 2012..

The council considered a memo for augmentation of what we call the revised estimated total cost for the completion of Mangu water supply project in Plateau State, this project was started in 2012 and between 2014 and 2018 there was no budgetary allocation. "one of the projects that we considered a medium priority after we conducted a technical audit of all abandoned and ongoing project in water resources in mid- 2016." The project has attained 85 per cent completion . Thanks to the effort of the contractors who have continued to work at some points without payment ."After taking so long and in view of the inflation indices, there was a need to augment the project with #122.2million to bring the project from initial cost of #855.49 million to #977.7million, "he said . The minister expressed optimism that with an additional completion period of six months, the project would be completed soon. Adamu also revealed that he presented a report of the international conference on lake chad which took place in February. " You are aware that the conference was attended by president Muhammadu Buhari and Presidents of the member states of lake chad as well as Representatives from Angola and President of Gabon.

"We had over 1200 participants," he added . The minister stated that an Action Plan arising from the recommendation of the conference, we have developed an action plan arising from the recommendation of the conference which we have started implementing. "Obviously because of the queuing process of many memos and reports, we were able to present the report to the cabinet today." Many presidents have always been abreased on the issues and updates on what we are doing on the proposed inter basin project which was the highlight of the conference whereby there was consensus to save lake chad from extinction ."And there was a consensus that the inter basin is the most viable option that we have at the moment.
We have an estimate of 14.5 billion dollars. The minister of Transportation,Mr Rotimi Amaechi ,who also addressed the correspondents on the outcome of the meeting, said he presented two memos to the council for approval  He said that #103 million was approved by the council for the purchase of medical and laboratory equipment for Nigerian Ports Authority (NPA) ." The next one is we awarded a contract to a consultant to help in the implementation of the international organizations for the ISO 9000,and the council approved it for us at the total sum of #238.5 million," he added .

Atolagbe's Redeployment Doubts Military's Integrity In Ending Plateau Crisis- CSOs.

*Seeks Buhari's order reversing action



More protests have continued to greet last Monday's unexpected redeployment of Major General Anthony Atolagbe out of Plateau State as the Commander of Operation Safe Haven, OPSH, by the Defence Headquarters.


A coalition of Civil Society Organizations, CSOs under the aegis of  Conference of Harmonised Civil Society Organizations in Nigeria has joined in the fray by describing the transfer of OPSH,a military task force saddled with the responsibility of restoring peace in the crisis-ridden state, as a major affront on the sensibilities of Nigerians.


A statement issued by the group after rising from its Extraordinary Emergency General Assembly in Abuja yesterday, called on President Muhammadu Buhari to direct the immediate reversal of what it described as "the ill-fated redeployment"  of the OPSH Commander, failure of which it noted, will" put to question the integrity of the nation and her avowed commitment to security."


The group in the statement signed by  its Executive Director, Dr Mrs Diana Apam, said "we are confronted with s challenge that if left unresolved would put to question the integrity of the nation and her avowed commitment to security."



The equally threatened to "boycott every political process leading to 2019 general elections,  should this redeployment not be reversed."


"The coalition would nevertheless mobilize her teeming members across the country to demonstrate her concerns if the Defence  Headquarters  is allowed to implement her evil agenda against the stability of the country.


"This is because,  it is very  clear that the Defence  Headquarters  is misguiding the president and must be called to order, "it insisted.



According to the group, "President Buhari's  will is being  tested by the decision of the Defence  Headquarters  to redeploy the commander of the special task force , Operation Safe Haven Jos at this critical and boiling point of his successes in resolving the crisis in Plateau  and neighboring states."


It said:"It is not in doubt,  the arrests  and starling revelations that the commanders professionalism has achieved  .It is not also in doubt that President Buhari-led  Federal  Government is very committed to the security of lives and property of our people..


" The commitment of the president has been demonstrated in very many instances and consistently too.


"One would therefore be left to wonder what is the motivation for the defense headquarters to act in contrast to the ideals of President  Buhari administration.


"We are aware as much as the international community that, allegations of political interest were made by citizens,  civil society organisations,  political parties,  religious organizations,  and even the president.


"If this was true, and it is true anyway,  why then would a courageous officer be sanctioned for making arrests of certain people? Why is the Defence Headquarters  giving the president a bad name contrary to his well known stand to end insecurity in the country? "


The CSO said it was" constrained and persuaded to say this,  that why President  Buhari has genuine thoughts about the country's security,  the Defence  Headquarters  appears  to have a different agenda."


"This is evident in the flagrant  and abusive pressure put on the commander by politicians to release the arrested suspects and then now,  his redeployment, "it added.


The group which said it wondered" why would the Defence  Headquarters  appears  to be in the same school of thought with politicians who are identified as sponsors of these incessant killings and who had called for the redeployment of the commander."


"Why was the call on the redeployment of the politicians heeded to?The refusal of the commander to release the arrested suspects has led to a dramatic session of vilification .


"We are more so, worried that the Defence  Headquarters, in her  decision appears not to factor in the feeling of the masses who are very satisfied with the approach of the commander in his operations.


"We are saddened with the DHQ's action given the fact that this government generally is poised to providing security of lives and property.


"One would therefore doubt , if  president Buhari is aware of this redeployment more so that there has been occasions of institutions misrepresenting the president, "it further said.


" The civil society views the action of the Defence  headquartersy as an affront  on the sensibilities of Nigerians. How on earth do you seek to truncate a process that is set in place to return permanent peace in Plateau  State  in the name of redeployment?


"Why wait till terrifying arrests were made before bringing up the issue of redeployment out of the blues? We are persuaded to think that some people are bent on misguiding the president, "it further said


The organization going further, said:" It is a known fact that  the nation’s  enemies and political enemies of the president have infiltrated everywhere including the Presidency, but one would expect that they  do not toy with issues of national security."


"Mr President,  this is the time to redeem your self image and be accountable to the people by directing an immediate reversal of the redeployment of the commander and to ensure that he is supported to implement far reaching reforms in the operations of the command with a view to restoring lasting peace in plateau state .


"We have  clearly identified traces of sabotage within the command operational system as championed by internal elements and we call on the president to act fast.". .


It alleged that the Chief of Staff to OPSH, Brigadier Bello, which it noted, had spent over  seven years in the task force president as one of the enemies fueling the development.


To this end, the coalition demanded  an "immediate redeployment of the Chief  of Staff  to the the special task force,   Brigadier  Geny Bello as he is alleged to be an agent of the president enemies fueling the crisis."



Hear it: "We read the concerns of one Brig, General Bello who has been the Chief  of Staff  to the Operation  Safe  Haven  commander for seven years. This has conveniently made him to be in the advantage position to sabotage successive commanders especially those whose interest are believed to be against the desire of his agents.


"It is our persuasion that, it's  such officers that would be recommended for redeployment as opposed to what has happened.


"Mr President,  the international community is watching and we must be attentive to their sensibilities if we desire to protect the nation's integrity and sustain their support."


According to the coalition, "Various reasons have been advanced by various groups in the state and outside the state calling for the reversal of the redeployment."


"Mr President, it will be in our best interest to ensure that the yearning of the people is taken into account especially as we advance towards the 2019 general elections .


"We are constrained to observe that the president is being  put on a high negative pedestal,  in order for his enemies to exploit the situation politically. We are therefore,  calling on the president to act and redeem his image and fast too, "it further said.



It alleged thus:" We have it on good authority,  that he has used his influence in the command to leak security information to interested parties. This is the highest level of  compromise to national security.


"Mr President,  we need to be alive to be able to be Nigerians. Until our lives and property are secured, else nothing  matters."


Advancing more of its reasons why Atolagbe's redeployment must be reversed, the group said:"It is evident that the command has made far-reaching positive inputs as we advance towards l permanent peace in Plateau  State."


The statement read further:"It is therefore imperative for that peace process to be enforced by the commander,  Major  General  Anthony Atolagbe whose professionalism has achieved beyond any iota of doubt.


"We are particularly miffed by the continued conspiracy against the state using national security. We believe that the president would not allow the situation degenerate as we move into general elections."



"The  president has demonstrated capacity and we hope he will act accordingly in line with the reality on ground..  president would be emboldening agents of this killers and shielding them if the Defense Headquarters is allowed to have her way.


"We are hopeful that this would not be allowed to subsist in the best interest of national security."

Buses And Campaign Material Donated To Plateau APC....

Chairman of the All Progressives Congress,APC in Plateau State,Hon Letep Dabang has charged members to continue show uncommon commitment to the growth and development of the party in the state.

He has also assured that the party remains committed to creating a level playing field for all that are interested in contesting one position or the other in the forth coming general elections.

Letep Dabang was speaking at the state APC secretariat while receiving a donation of two Sharon buses and  several campaign materials for use by two APC groups, The APC LEAGUE OF UNITY and THE APC YOUTH MOBILIZATION.

According to the Chairman of the party, the donation of the two buses and campaign materials by an Aspirant for the Jos North/Bassa federal constituency,Hon Yusuf Umaru Dauda goes to show the interest of members in promoting affairs of the party all over the state and country.

Earlier while presenting the two buses and campaign materials to the APC  Chairman,Hon Yusuf Umaru Dauda said it was his little way of encouraging and supporting the party in spreading the message to all parts of the state.

He added that as a youth,it is time for them to actively get involved and take over the political space by participating actively in the process.

Receiving one of the Sharon buses and campaign materials from state Chairman of the party, Director General of the  APC League of Unity,Mr Stephen Jings commended the donor saying one of the major challenges the league has been facing was mobility stating that this will enable them mobilize more people for the party  all over the state.

Jings said as at the last count,the APC League Unity could boast of having slightly above 26,000 (twenty six thousand) members cutting across the 17 LGAs of plateau state.

"On behalf of all our members,we want to express our gratitude you you for thinking and acting right by donating these buses and campaign materials for the APC"

And on his part state Chairman APC Youth Mobilization in the state,Eli Ankala thanked the donor and assured it will be used for the growth of the party in the state.

Politics of swamping, a huge setbacks to our nascent democracy.

Every democracy in the world has it's story, from nascent to developed, developing or partially developed. The experience of the United States of America is a key example. After it's independence in 1776. History has it that, it took 13 years for the founding fathers to draft a working or workable constitution for the nation. America fought for it's independence, and got it through blood and not through share good luck or goodwill as the case is in Africa and Nigeria in particular. 

One of the strongest foreign policy of the United States of America is it's democracy, freedom and liberty. They paid the price and got it right through discipline and constitutionalism. 

Since 1999, that the Democratic expeditions of Nigeria started, 18 years after, the democracy is still wobbling and heavily unstable, It is yet to take root or be rooted. This is as a result of too many misgivings, emerging from the activities of the politicians and political actors. 

It is arguably that the Nigeria's democratic practices lacks ideologies, invariably  it is also clear that it lacks integrity, strategy and principles and accepted tenets . Anything goes because of lack of rules and standards that ought to regulate the excesses of the players. 

Decamping has been a factor diminishing the strength and vigor of the Nigeria democracy since it's inception, as postulated. 

The challenge again is the weak institutions, especially, the judiciary. If the judicial system is strong and solid enough to call the players and parties to order, they would have respected the law, binding the expected democratic practice in Nigeria, as it is done in other technologies and climes respectively. 

In 2014, there was a tsunami and typhoon of decamping, that hit the former ruling biggest party in Africa, the PDP. The G-5 governors left, along side the former Speaker of the house of representatives Aminu Tambuwal, former  vice president Atiku Abubakar, Sam Jaja, Abubakar Baraje and  Bukola Saraki, the former Nigeria Governors Forum chairman, three ministers etc along side their supporters. The G-5 Governors, nPDP or rAPC governors that decamped includes :Rotimi Amaechi (Rivers), Rabiu Musa Kwankwaso (Kano), Aliyu Wamakko(Sokoto),Murtala Nyako (Adamawa) and Abdulfatah Ahmed (Kwara). The PDP described their decamping then as "inconsequential " but that's wasn't true. Because it affected the strength of the party across boards, which later led to it's failures in the subsequent elections. 

The PDP went to court to seek redress , but the court denied them justice or democratic justice was denied. The APC enjoyed the sweetest side of their decamped, because it was at the eve of preparation towards the general election. They handed over the party structures to them. They all decamped because of their selfish interest, not because of the nation. 

On the part of the judiciary, they failed to passed the right judgement. Despite the position of the constitution on reasons why an individual can decamp to another party. Justice was denied to the PDP. Injustice was seen as justice then. This is a serious setbacks to the nascent democracy of Nigeria. 

Sequentially, in preparation to oust the ruling APC in 2019, the politics of decamping emerged again. 15 senators decamped from the APC to the PDP, while 33 members of the Federal house of representatives decamped also to the PDP, from the APC. At the end, the PDP was a minority party became the majority party in the both arms of the National Assembly. Like the PDP, the APC hasn't made certain similar statements "we are not losing sleep over the decamped members. No shaking, we still control 25 states out of 36". Indeed, it matters, they need to put shame aside and call a spade a spade. The PDP did same and they ended in defeat. 

The question now is, where is the place of progress in our democracy? The issue of decamping has affected the stability of our democratic growth. Party loyalty is put at the back, because of lascivious freedom of movement they politicians enjoyed. 

No nation can grow it democracy without guiding principles. The PDP and the APC are both major beneficiaries of defection. This is a huge crass danger to the nation's democracy. 

As political scientist, I condemn this act in totality. The 37 members that decamped to other parties and the 15 senators defection is immoral. If I described it as unconstitutional as it is, some will say am bias, because it has been a norm in our polity. 

What am worried about is the place of personal interest above national interest, the place of bigwigs against the party, the question of who is more powerful, the party or the politicians? These are concerns that I am having. 

If nothing is done, we will end up with a rootless and focusless democracy. Politicians must be thought to be loyal to the platform that brought them to the fore. 

State governors shall follow suit soon, members of the state houses of representatives will also join too. 

Note, the fact that a party used de camping to win majority seats and elections doesn't make it a good omen in our democracy. 

Other nations has been laughing at Africans democracy, Nigeria's democratic experience to be precise in the past 19 years has been in shambles. 

All hands must be on deck to put this democratic expeditions to order. 

The judiciary must rise up to the task. The laws must be made to work. The politicians must be educated and the constitution of the nation must be implemented, followed and effective. 

It is not about individuals or parties in power in particular material time, it is about the future of the nation and it's democratic worth and rating among the comity of states. 

The building and growing of this democracy is a collective responsibility. All citizens and critical stakeholders, technocrats and professionals all well meaning individuals must come together to fix this undemocratic abnormalities happening in our nation. We must stick to a particular principles.

2019- Plateau ANN inaugurates Executives....

As the 2019 general elections draws closer   ,a political party Alliance For New Nigeria ANN Plateau state chapter on Wednesday inaugurated its  Executives both at the local government and  Plateau state to move the party forward and ensure victory for them in the elections .



Speaking at the occasion in Jos the  newly elected chairman of ANN in the Plateau Hon Senlat Garba , said the party   would rescue Nigeria in 2019 from what it described as the failed leadership of both the ruling All Progressives Congress, APC, party and the Peoples Democratic Party, PDP.



He said  Nigerians have a better option in it than in APC and PDP.




Speaking after his inauguration ,He said " We have  observed with keen interest the political situations of the country and has come to a conclusion that the ruling All Progressive Congress (APC) has failed in every areas of governance and also  the opposition Peoples Democratic Party (PDP) failed Nigerians in the past

Plateau Killings; Buhari Support Group Flays Redeployment Of Atolagbe OPSH Commander....

Supporters of President Muhammadu Buhari’s 2019 re-election project under the aegis of Buhari Tarzarce Vanguard,BTV,  has picked hole in Monday's redeployment of the commander of Operation Safe Haven, OPSH, by the Defence Headquarters, asking the latter to immediately rescind its decision.


The group, at a press conference, Tuesday, in Jos, alleged that the courage displayed by the commander in arresting the herdsmen involved in recent attacks on villages and killings in Barkin Ladi Local Government Area of Plateau State, was the reason the military authorities moved against the commander.


To this end, the group at a press conference addressed by its Coordinator, Alhaji Muhamed Bida, in minna, yesterday  insisted that the Chief of Defence Staff, General Gabriel Olonisakin, must reverse Atolagbe's redeployment else the Plateau people would hold the authorities responsible for any further bloodshed in the state.


Recall that a forthnite ago, the organization after an extraordinary emergency meeting,  issued a communique where it called on the president to review  the plan to redeploy Major General Anthony Atolagbe.


The group said its call for Atolagbe's redeployment to Plateau State was based on the confidence it reposed in the commander given the rare courage he displayed in arresting assailants of victims of recent Plateau attacks.


The group, in a prepared text read by Alhaji Biba, said: "Because the security situation was tense at the period,  and given the proactive and professional competence the commander displayed to curtail the situation,  citizens   developed much confidence in his approach to protect lives and property. Indeed,  within a few days,  he personally relocated his operational base to Barkin Ladi which was at the center of the attacks.


It particularly appealed to President Buhari to prevail on the military high command to reverse the redeployment, noting that allowing the development to stand would create impression in the minds of the Nigerian citizens as a whole that the arrest of herdsmen was the key reason for the military’s action.

"While  BTV appreciates the fact that postings and redeployment is a routine military traditions, we must state that  this particular one is done in a bad faith and will greatly affect our chances in North Central in 2019 and the Presidency  must act now to forestall further damage.


"Our  party is already facing a lot of challenges in the North Central states due to the farmers/ herdsmen conflicts and if this posting is not reversed  immediately,  sentiments will rise and will greatly affect our chance, "the statement further said.


The BTV, according to the statement, asked:" The question begging for answers is that,   why didn't they redeploy the  General before he started making the arrests?  Why the transfer after the arrest of 25 suspects  directly connected to the attacks?  Why the posting of an officer who has the courage to tackle these  criminal herdsmen spoiling the name of the President   and our great party?"


"It is on this premise that we appeal to Mr President  to urgently direct the chief of Defence Staff to immediately reverse the deployment of the commander of OPSH and equip the STF with more vadgets to do their work,"it added.


It noted with delight that  several  arrests were made and were still being made till date, just as it said" more importantly,  so many heart rending confessions have been made by the suspects taken into custody so far as we learnt."


"This singular act of arrest, restored confidence in the public and normal daily routine live was enhanced, "it said.


The text read further:"In order to follow up and consolidate on the successes, the commander ensured  that meticulous intelligence gathering was top notch and human rights violations were not contemplated at all in his approach,  yet tremendous arrests and successes are being recorded on daily basis and in droves.


"We are constrained to note that,  upon all these milestone achievements, which are in line with president Buhari’s policy direction on security ,  it was left to be seeing why and how the defense headquarter could contemplate the commanders redeployment at this critical time when opposition are looking for campaign reasons.


"Exactly two weeks today,  we are inundated  with the unfortunate and disastrous news that Major  General Anthony Atolagbe would be redeployed at the peak of his earthquaking arrests and discoveries which no doubt would bring an end to the continued killings on the Plateau.


"We are indeed shocked! When we woke up this reality  citizens  are thrown aback by the decision of the Defense Headquarters  to further dined our chance in 2019 by redeploying a focused military officer who was bent on restoring lasting peace to the North Central.


"This is not only sad,  but very disheartening and does not project our great party and Mr President's fight  against terrorism in good light."


The statement added:"How do you redeploy an officer who has made far- reaching positive discoveries on the most challenging and hidden sources of problems bedevilling the entire country? What is the reason for his sudden redeployment?


"Why is the redeployment coming at a time that very critical arrests have been made and useful revelations made indicting prominent people? Why the deployment at a time the opposition are maliciously accusing the Presidency  and the North  for being behind these herdsmen?


" Is it that the  military high command doesn't really want an end to this conflict for their game? The president must rise up and stand with the people once again by ordering  immediate reversal  of the posting of Commander of STF in Jos, this will restore confidence in the entire North Central states."

Plateau State Government Has Constituted Committee For The Return Of IDPs To Their Ancestral Homes....

Kilings -Lalong  inaugurates committee to return IDPS to original abodes

Disturbed by the plight of the Internal Displaced Persons IDPS  in Plateau State, the State government has inaugurated a Committee for their return to their places of original abodes and warned that the government will not tolerate indiscriminate occupation of lands by any group in the name of land grabbing.


It would be recalled that over 35,000 persons were displaced and more than 200 people killed recently in Barakin-Ladi  and other local government areas in the state. Also, there is a complain of illegal occupation and destruction of farm lands by people suspected to be Fulani herdsmen.


Speaking shortly before the inauguration, Secretary to the State Government Hon. Rufus Bature observed with dismay the indiscriminate occupation of land as a result of the attacks in Barakin-ladi, Riyom, Mangu, Jos South, Jos North and Bokkos local government areas of the state adding that there were also reported cases of farm lands being destroyed and in some cases crops harvested.


 


The Secretary to the State Government who said the government will not condone such atrocity warned that the administration will deal decisively with any group of people engaging in such act.


He tasked members of the Committee to put in their best in reaching workable recommendations that will enhance the resettlement of the Internal Displaced Persons back to their places of abode.


“With the inauguration of this committee, Government wishes to assure all citizens that it is alert to its responsibilities. We want to re-affirm the determination of this administration in sustaining peace and security in the state, as without peace meaning development cannot take place” he said.


The Committee has the following as members, Air Vice Marshal Bala Dababa (rtd) as Chairman, CP Patrick Garba (rtd), Alhaji Saleh Bayari, Da. Christopher Gwom,  Acting Executive Secretary of State Emergency Management Agency (SEMA), Reverend Yakubu Pam and Abus Ibrahim Izang.


According to him, the terms of reference include; to identify the areas affected, to identify those displaced and areas they were displaced from, to ascertain the number of people affected and displaced. To identify those who have annexed the destroyed villages  and to work out modality for their effective return of the affected persons to their original places of abodes.


Responding, the Chairman of the Committee, Air Vice Marshall Bala Danbaba (rtd) said the assignment of the Committee was not what anyone will want to do considering the circumstances surrounding it but assured that the committee will carry out the assignment with all sense of responsibility to ensure that those displaced return to their original abodes within a short period of time.
