Lalong Actualizing His Policy Thrust With Legacy Projects...

October 31,2019

By Golok Nanmwa,Jos

Plateau State Governor Simon Lalong ,on assumption of office in his second term  vowed to leave a lasting legacy in the state in line with the manifesto of his party, the All Progressive Congress (APC.)

Our correspondent report that the Lalong legacy projects, are key projects initiated by the administration to impact on the lives of the people of the state.

Most of the projects are  on critical infrastructure  like education, health and human development the legacy projects  includes several comprehensive hospitals, several comprehensive secondary schools and eight comprehensive primary schools, all scattered across the three senatorial districts of the state.

Our correspondent who visited  several sites and the jobs been carried out by   Bleneson Services Nigeria Limited  observed that massive constructions works are ongoing .

Most of the  housing projects are about 70 percent completed .

A site Manager who does not want his name in print said construction of   massive works are ongoing in most sites .

He said " I must commend Governor Simon Lalong for his efforts in leaving behind lasting legacies for Plateau people .
Lalong is doing excellently well for the people of Plateau , i call on people of the state to support Governor Lalong .
Lalong has good plans for the people of the state .

We at  Bleneson Services Nigeria Limited are committed  to pursuing excellence through dedication,
experience and disciplined employees with an  ongoing passion to deliver quality, timely and profitable projects.

We are working to  be the foremost performance driven and
innovative building/civil engineering firm
delivering the most superior service in the industry.

Speaking  at the swearing in ceremony of his Commissioners  some weeks ago , Lalong said " following the return of this administration for a second term in office, I made a solemn commitment that with politics and campaigns over, we must hit the ground running in the Next Level for greater productivity. "

"Now that  have been sworn in  as Commissioners and taken your oath of office, you have been legally equipped to discharge your duties in your respective Ministries. Let me on behalf of the government and good people of Plateau State congratulate all of you and that you should see yourselves on this appointment as first amongst equals. This mandate however goes with huge responsibilities of service delivery to our people within the ambit of the policy thrust of the second phase of the Rescue Mission.

Shortly after securing victory for another second term, I commissioned the famous Boston Consulting Group (BCG) to undertake the task of developing a five-year Development Plan for Plateau State, which will shape our final term in office.

"After months of engagements with Ministries, Departments, Agencies, Local Government councils, the Economic Advisory Team and other stakeholders, they have since submitted their report to me."

This document provides the roadmap for the implementation of our Next Level Rescue Agenda in serving our people effectively.

" All appointees are expected to study the document, as directed to enable them hit the ground running and stay on target in implementing our Party’s agenda and campaign promises."

In achieving these, you are expected to ensure good synergy and working cooperation with your Permanent Secretaries, Directors and other support Staff in the machinery of government towards successful implementation of programmes and projects.

I herefore expect nothing less than loyalty, diligence, commitment, probity and accountability to our development plans within the three pillar policies of the administration, namely;Peace, Security and Good governance; Physical Infrastructural Development; and Sustainable Economic Rebirth.

I will therefore not hesitate to reprimand, chastise, query and where necessary discipline by removal from office, any of you who goes contrary to the agenda of our Rescue Government and indeed extant public service rules."

"Certainly, to fulfil the challenges of leaving a lasting legacy, you need every support from all and sundry. However, without prejudice to your different affiliations and the right to demand for quality service and good governance, let me specially plead that relations, friends and party loyalists should not exert unnecessary pressures on your wards as these could easily derail them and have negative effects on their effective performances in service delivery."

"Your Excellences, Ladies and Gentlemen, you will agree with me that we have so much to do within the short time available to us. We are very ambitious in marketing Plateau to the World as the most favourable destination for investment and true home of peace and Tourism that it is.

"As we consolidate on the peace we have restored to Plateau State, we hope to generate more revenues to complete ongoing projects, continue implementing our legacy projects as well as create more jobs for our teeming youths and women."

"This is why we have engaged a reputable Firm of Professionals to not only advise us on how to increase our revenue base, but also work with our Revenue Generating Agencies through the process. I urge all and sundry to cooperate with these Agencies in accomplishing positive results".

In same vain, we shall soon hold an Economic and Investment Summit, which will also assist us to change the trajectory of Plateau to an investment destination of choice.

There are many critical infrastructure and services that require urgent attention that I expect the new Commissioners to immediately address, among them are health facilities such as the Trauma Hospital in Riyom, which was abandoned, but our administration has virtually completed and equipped it. I expect that hospital to be operational by next month, while others in Kanke and Mabudi in Langtang South should be completed and operational before April next year.

While we work on completing ongoing road projects, I am directing the Ministry of Works to immediately implement a zero tolerance to pot holes in the State, particularly in our urban roads to prevent them from further damage as well as enhance the convenience of motorists.

Waste management and refuse evacuation is also another area that requires urgent attention. I am directing the ministry of environment to immediately rid the Capital City of Jos and other urban areas of waste dumps in the interim, and also set in motion a concrete and sustainable waste disposal mechanisms that will involve all stakeholders and the private sector.

In order to ensure consistency and faithful implementation of projects and programmes of government, the Project Monitoring and Result Delivery Unit to be headed by the Chief of Staff has been created in line with the recommendations of the State Strategic Development Plan. The unit is to ensure that the state gets value for money and to track the implementation of all Projects and Programmes.

As part of our efforts to deepen transparency and ensure the prudent management of scarce resources, I have approved the setting up of a Liquidity Management Committee. This will ensure that budgetary provisions and approvals, efficient financial management and adequate project financing are built into our governance system. This is consistent with the best practices in line with our strategic plan.

We must live up to expectation and work together with the public to trace bad influence amongst our youths for possible rehabilitation through the different Ministries, Departments and Agencies. "

" All stakeholders including Government Functionaries, Traditional Rulers, Religious Leaders, Party Leaders and Supporters, Women, Youths, Organized Labour and Civil Society, shall enjoy unlimited privilege of actively participating in this great enterprise of building a prosperous and progressive State. Since we are livingin times of great changes, we must team up for purposeful development and progress."

As you assume duty in your various Ministries, remember that everything you will be engaging in revolves around our three-point policy thrust and the Strategic Plan document of the Administration."

Our correspondent report that governor started his first term by setting out a strategic plan of development for his four-year tenure. As a result, he set the state on the part of steady progress, with his five-prong policy. The policy emphasizes peace, security and good governance; human capital development and social welfare, agriculture and rural development, entrepreneurship and industrialization; as well as physical infrastructure and environment.

The success of Lalong’s first term could be attributed to the governor’s proactive approach to governance. The governor’s efforts helped put an end to incessant killings in the state. He restored peace in all the 17 local government, in clear fulfillment of the first of his strategic, development policy. The construction of over 270 roads across the state, as well as the completion of inherited infrastructural projects suggests that he has fulfilled the second of the five-point policy within his first term. In the areas of agriculture and rural development, which is the third pillar, Lalong also did well. He revived the moribund State Fertilizer Blending Plant located in Bokkos. The plant has made fertilizer readily available to farmers and this has, in turn, encouraged many more youths to return to take to farming.

It could be recalled that a  65-yr-old fish farm which had been abandoned  came alive in Plateau under the Lalong led adminstation

, Panyam Fish farm in Mangu Local Government Area of the state had been in limbo for quite some time due to its being abandoned by the previous administrations in the state. The fish farm, which was established in 1950, was a big market for not only the people of Plateau State but also for neighbouring states of Nasarawa, Bauchi, Benue and Gombe.

The Lalong led adminstration on assumption of office brought back   the farm alive  .

Also hundreds of schools were renovated by the Lalong led adminstration in his first tenure .

Also Jos city is now wearing a new look as  solar streets light were installed in almost every streets of the city .

The creation  of Plateau State Small and Medium Agency has also  brought in its wake massive training of millions of youths on varieties of entrepreneurial skills. This is a direct fulfillment of the governor’s fourth agenda. On the development of physical infrastructure, he completed most of the inherited projects, particularly the revival of Highland Bottling Company, the completion of Mararaba Jamaa-Secretariat Junction Road and mounting of solar-powered street lights on major streets in Jos, the state capital. These developments have, no doubt, changed the face of the Jos metropolis and boosted the status of the state tourism sector.

It could be recalled that   Governor  Simon Lalong  also   warned his  Commissioners  and Political appointees ,saying that he would not tolerate excuses from them as they are expected to deliver quality service to the people of the state.

" There would be no room for laziness ,lethargy , negligence and outright disregard for government directives as severe consequences await anyone who decides to sabotage our efforts ".

He made this known  , while declaring open a retreat for members of the State Executive Council  which took place at the National Institute of Policy and Strategic Studies (NIPSS ).

The governor tasked the commissioners on loyalty, diligence, commitment, probity and accountability, noting that the attributes were crucial to the state’s development plans and key to realising the three-pillar policy thrust of the administration.

“The policy thrusts are hinged on peace, security and good governance, physical infrastructural development and sustainable economic rebirth."

In his words "You will recall that I swore in the new Commissioners on the 7th October 2019 where I clearly stated that our Rescue Administration has so much to do within a short time and would ensure that every second counts as it delivers on its Next Level Agenda."

" Prior to the constitution of the State Executive Council, I approved a state-wide familiarization tour of the seventeen Local Government Areas by the appointees, cutting across the three geo-political zones of the State. The successful tour provided them opportunity to interact and engage in peer review with policy makers at the grassroots.
"I also directed that the appointees study the 5-Year Plateau State Strategic Development Plan developed by the Boston Consulting Group to enable them hit the ground running and stay on target in implementing our Party’s Agenda and Campaign promises."

"All these were preparatory to this intensive retreat .
." I therefore expect that this retreat will take a broad look at the State of the Economy of Plateau State and discuss the plans to reposition it in line with the Economic Rebirth Vision of the Rescue Administration."
.

Lalong further said " This gathering should also take a deep look into the challenge of raising funds that are critical to achieving the goals of our administration in delivering better living standards for our people."
. Let me emphasize that boosting the State’s revenue generation capacity, strengthening partnerships and other aspects that are captured within the MDAs’ Medium Term Sector Strategy (MTSS) as well as the Medium Term Revenue Framework (MTRF) should be exhaustively discussed at this retreat."
" I also expect that in this retreat, issues relating to planning, monitoring and evaluation will receive the needed attention. As a government, we cannot afford to waste valuable time and resources nor condone the culture of "waste that denies our people good life."

"The Project Monitoring and Result Delivery Unit headed by the Chief of Staff has already been mandated to ensure that the State gets value for money and to track the implementation of all Projects and Programmes through the various Key Performance Indicators.

"The  task before us is very daunting. It will require commitment, trust, sacrifice, diligence and accountability for us to meet the yearnings of our people."

"
He further said "Peace remains fundamental to any form of development and we are ready to do everything possible to return Plateau State to its rightful position as the Home of Peace and Tourism."

"It is also my hope that when this retreat is over, the issue of sustaining peace and security on the Plateau would have been exhaustively dealt with as you prepare to continue to giving the right kind of leadership to the entire workforce."

 "

Speaking earlier , the Secretary to the Government of the State Professor Danladi Atu said" Governor Lalong is passionate about brining massive development to Plateau ."

In his words "The task before us during the policy is not just to listen to sound presentations but to create a serene environment for reflections ,discussions and peer reviews.

Also the  Lalong led Administration recently demolish some sections of the burnt Jos Main Market.
Commissioner for Commerce Abe Aku recently said " The present administration under the leadership of the Rescue  Mantra Hon Simon Lalong is the most business friendly ever ."
"The payment of salary by government has helped in injecting more than two billion naira into the economy every month and this ha sustained the life line of the economy of the state "

"The rescue adminstration through the ministry of commerce and industry has redeveloped and enhanced the Jos main market we have concluded the process of the technical transaction advisory contract and then move to the final stage which is the concession  structuring options throuugh public  private partnership PPP , the Jos main market has been successfully demolished to pave way for its redevelopment .

.

Plateau had been in the news for the wrong reasons in  the past as ethno-religious conflicts that claimed hundreds of lives in 2001 .

The deadliest of this phenomenon is the near frequent clashes between farmers and herders, which have claimed several lives, displacing entire communities in different parts of the State and widening the gap for intercommunication.

On assumption of office ,Lalong immediately set up a peacebuilding agency to put an end to the conflicts and ensure lasting peace .

In his words "It is also my hope that when this retreat is over, the issue of sustaining peace and security on the Plateau would have been exhaustively dealt with as you prepare to continue to giving the right kind of leadership to the entire workforce."

" For many of our citizens, the question on their minds are; what do these policy objectives mean? How will they impact positively on their living standards? How soon will they begin to see the manifest and tangible evidence of this vision?"
I therefore expect that this retreat will take a broad look at the State of the Economy of Plateau State and discuss the plans to reposition it in line with the Economic Rebirth Vision of the Rescue Administration.

Plateau Stakeholders Rate Gov Lalong's Peace Building Efforts High...

Plateau Stakeholders rate Gov Lalong,s Peace building efforts high

October 27,2019

By Golok Nanmwa,Jos

Plateau State is said to be a miniature Nigeria primarily because nearly all the ethnic groups of Nigeria are present there.

There are more than 50 ethnic groups in Plateau state, These include: Goemai, Ngas, Tarok, , , Mwaghavul,  Beroms, among other tribes .

The state has 17 Local Government: Barikin Ladi, Bassa, Bokkos, Jos East, Jos North, Jos South, Kanam, Kanke, Langtang North, Langtang South, Mangu, Mikang, Pankshin, Qua'an Pan, Riyom, Shendam, Wase.

Plateau state had  been in the news for the wrong reasons for almost a decade due to the recurring herders/farmers conflicts which has  displaced thousands, claimed hundreds of lives and property worth millions of Naira destroyed.

Recently the Committee on Resettlement of Internally Displaced Persons, IDPs, set up by the  Simon Lalong led Government  said 1,801 persons were killed in the recent attacks on the state in June 2018 .

AVM Bala Danbaba (rtd), Chairman of the committee, while presenting its report   last year  shortly after the attacks  in Jos, revealed that 50,212 persons were displaced from their ancestral homes.

Danbaba said the committee identified 115 communities cutting across Jos North,   Jos South, Bassa,   Riyom,   Barkin Ladi and Bokkos Local Government Areas, that were affected by  the crisis

In order to ensure  an improved relationship between farmers and herders  in Plateau State, Governor Simon Lalong  after his swearing in to office in 2015 immediately established a peace building agency .

Director General, Plateau Peace Building Agency (PPBA), Mr. Joseph Lengmang while speaking with our correspondent some months ago   said the agency was created to nurture and promote mutual trust among residents of the State.

Lengmang  added that the agency  has begin working out steps to promote harmonious co-existence among ethnic and religious groups in the State.

He maintained that the agency, which was established by an act of legislation in February 2016, had a primary mandate of preventing violent conflicts and consolidating on the peace currently being enjoyed on the hitherto conflict ridden State.

“Our mandate is to seek out the issues and deal with them at the latent stages with the aim of tackling them before they escalate into violent conflicts.

According to the DG, “This is the first time Plateau State is having an institution to deal with conflicts; we have found that waiting until things get out of hand has only worsened already  bad situations.

Lengmang further explained that, the agency was working with state and non-state actors towards a collaborative synergy that would make Plateau a peaceful haven for all.

He said that the agency had long started  its mandate by conducting advocacy campaigns to enlighten the people on the functions of PBA and how it was contributing to peace building.

It could be recalled that following the return of peace in Plateau , Gov Lalong started working out modalities to return the IDPs  to their ancestral homes .

Lalong worked to ensure the establishment of a Police Mobile Squadron unit in Gashish District of Barkin Ladi Local Government Area.

Earlier the Gov Lalong had requested the establishment of a mobile police barracks in the area to forestall attacks during President Muhammad Buhari’s visit to commiserate with the people after an attack on some communities in the LGA .

After ensuring that security has been put in Place , Internally Displaced Persons from the  attack in  Barkin Ladi local government area of Plateau State were  returned to their communities six months after they were displaced. About 204 households from Kakuruk, Kuzen and Kura Falls in Barkin Ladi returned home under what Operation Safe Haven (OPSH) classified as phase one of the repatriation programme for 18 communities affected by insecurity.

Sighting their communities, the IDPs  began to sing and many could nothold back tears. They were converged on the Kakuruk Central Primary school under heavily armed security personnel where they were briefed on the next line of action before taken to their respective villages

Remark Ditep a citizen of Plateau state from Mangu local government said i must commend Lalong for his efforts in ensuring lasting peace .
"Our Governor has proven that he is determined to carry along  all citizens in governance ."
I call on him to continue to do more for Plateau ,he has done well so far .

Lilian Biyai  Dung another citizen from Jos South who spoke to our correspondent said "if its peacebuilding efforts ,Gov Lalong is doing excellently well ,Lalong has proven that he is genuine about  ensuring lasting peace in Plateau .

To sustain this peace building efforts  Governor  Simon Lalong has said  he will continue to work for peace and unity among the people of the state devoid of religious and ethnic differences.

Lalong gave the assurance at a memorial Mass for his late uncle, Stephen Sule, and other deceased relations on Saturday in Shendam.

Lalong,  said he will not compromise the peace in the state throughout the tenure of his administration, adding that decisions taken by his administration will always be in the best interest of the state.
.

Lalong said, “For me as the Governor of Plateau State, my responsibility is to do justice to all people in the state irrespective of their background or affiliations. That is why every decision we take as a government is to ensure that we address the problems bothering us and not to escalate it.

“I will do everything that is needed to ensure that the peace that we have today is maintained and improved upon because when there is peace, there will be investment and prosperity which will reduce crime.”

He advised those who are bent on criticizing every policy of government to think about the greater good of the state rather than parochial sentiments that are capable of isolating people and deterring progress.

It  could be recalled that Governor Simon Lalong had some months ago  unveiled the vision of his administration tagged: “Plateau state in the next level: Policies and programmes of the rescue team, Phase 2” with focus on a three-point policy thrust framework. The three-point policy, according to the governor while marking the Democracy Day at the Banquet Hall, New Government House in Jos, would focus on Peace, security and good governance; Physical infrastructural development and Sustainable economic growth.

In his speech Lalong said, “We have carefully woven all the critical sectors of the Plateau economy and society into three-point policy direction to ensure that we lay foundation for sustainable growth and development for the future of our dear state.” In the second term, the governor promised to ensure the full take-off of the Mobile Police Force Barracks in Gashish, Barikin Ladi LGA and in Longvel, Shendam LGA .

On the farmers / herders conflict in the state , Alhaji Garba Musa  a herder who spoke to our correspondent said he is confident that the proposed  Ranching policy would go a long way to end the crisis .

I must commend the Plateau state government and other stakeholders like t Search for Common  Ground SFCG , the international NGO for their efforts in tackling the farmers / herders clash .

Pam Datiri a farmer in the state  also commended the peace building efforts of Government and Search for Common Ground and said the peacebuilding efforts in Plateau must be sustained .

Datiri said  "i rate Governor Simon Lalong as the best when it comes to peacebuilding efforts "

"Lalong has proven that he is determined to end the farmers herders clash as well as ensure  lasting peace in the state ."

Plateau - Why Peace Building Efforts Must Be Sustained...

Plateau - Why Peace building efforts must be sustained

Sighting their communities, the IDPs  began to sing and many could not hold back tears. They were converged on the Kakuruk Central Primary school under heavily armed security personnel where they were briefed on the next line of action before taken to their respective villages

To sustain this peacebuilding efforts  Governor  Simon Lalong has said  he will continue to work for peace and unity among the people of the state devoid of religious and ethnic differences.

Gov Lalong Honors Late Uncle Who Raised Him - Clears Air On Name Controversy...

Governor Lalong honors  late  uncle who  raised  him  - clears  air  on  name controversy

October 26,2019

By Golok Nanmwa ,Jos

Plateau State Governor Rt. Hon. Simon Bako Lalong was on Saturday 26th October in Shendam local government area of the state to honour his late uncle Miskoom Stephen Sule Nanbiet under whom he was raised and trained.

This was contained in a statement  signed by  Makut Simon Macham
Director of Press and Public Affairs to the Governor of Plateau State and made available to newsmen in Jos.

The statement reads that "Lalong who attended the memorial service at the Sacred Heart Cathedral Shendam along with his wife Regina and top government officials including Secretary to the Government of Plateau State Prof. Danladi Atu used the event to thank his late uncle who took him from his parents from his village Ajikamai where there was no school to Shendam where he enrolled him in primary school. He said " Your helper can come from anywhere and God can use anyone to make you great. My uncle took me from my village where we had no school and brought me to Shendam where he enrolled me into school and by the grace of God I am Governor today. That is why I have always insisted that we should do good to all people and avoid divisive tendencies because we dont know what God can make of people at his own time".
He used the opportunity to throw more light on the so-called controversy surrounding his names which is being canvassed at the election petition tribunal by candidate of the PDP over the last governorship elections. He said " when my uncle asked my father to release me to him, my father told him that he has become your son, take him with you. Because of the kind of tradition of love and oneness that exists in our culture, all of us under him bore his name Sule because he registered us in school. It was when I finished school that my uncle said now that you are grown up and since you are the first male child of your father, you need to bear his name. That was when I did an affidavit to take on my family name of Bako. But unfortunately my opponents are making an issue of it even when the tribunal rejected their arguments".
He thanked the people of Shendam for supporting his reelection and promised never to let them down. He explained that his administration inherited so much decay that he had to address especially in school and hospital infrastructure which were dilapidated. He said as Governor, he could not sleep to see how workers and pensioners were in pain and anguish over unpaid salaries, gratuities and pensions, hence his decision to pay backlog and also recall over 2000 teachers that were sacked by immediate past administration. He said his legacy projects were meant to not only rebuild schools, but also make them ICT complaint in line with today's demands.
He asked the people of the state to shun all incitements that are meant to divide the state along ethnic, religious, denominational and political lines. "Plateau State remains one and we must work together to make it so" he declared.
Parish priest of the sacred heart cathedral Shendam Rev. Fr. Hoomsuk Ahmadu asked the Governor to continue paying attention to education and health just like the late Miskoom Stephen Sule did while he was alive. This he said will be the the greatest honour that can be done to the late Miskoom Stephen Sule.
The Governor and members of the family later visited the graveyard of the deceased and offered prayers.

Meet 'Yellow' ,Jos City's Most Vibrant Traffic Warden....

Meet ‘Yellow,’ Jos city’s most vibrant traffic warden

October 25,2019

From the various antics and energetic displays he makes at the British America junction in Jos, Plateau State, it is obvious that the ever gracious and fair skinned traffic warden, popularly referred to as Yellow, loves his job.

He was nicknamed Yellow while at the Police Training School in Jos 11 years ago due to his very fair complexion. Yellow’s real name, Solomon Johnson is only known to a few and mostly in official capacity.

Commuters scream his name, ‘Yellow’ hailing him and exchanging pleasantries as they cross the ever busy British America junction, an intersection on a highway and Yellow’s work spot.

”I love my job even though sometimes, there are some very stubborn drivers and tricycle riders that don’t want to follow directions,” he said to Benue/Plateau Trust.

“As a traffic warden, you have to use your number six (intellect) to ensure that the action of the stubborn drivers and tricycle operators does not cause accidents. My duty is to render service to the people – both drivers, commuters, their properties and to ensure there is no obstruction on the road,” he said.

Controlling traffic at one of the most dangerous spots in Jos where at least four to five accidents occur monthly and once crippled one of Yellow’s colleagues, he said, “When trailer is coming you use your number six; sometimes I notice the headlight or the bleeping sound of the trailer to know that it must have lost its brakes, so I immediately know there is a problem and clear the road for the trailer by blocking other vehicles.”

Ibrahim Abubakar, a commuter at the British America junction while appreciating the services rendered by Yellow said, “he is very energetic and it is obvious he is passionate about his job, even by his level of concentration, you would know.”

Concentration, according to Yellow is the most important aspect of his job which he said others abuse. “There are times you see someone controlling traffic and he is wearing an ear piece, either answering calls or listening to music, it is wrong. You are not supposed to receive phone calls while on the job because it could distract you.”

Yellow advised that to reduce the accident on the sloppy highway of British America, there is a need for a roundabout on the junction.

Jamima Isa, a motorist agrees with Yellow, saying: “that highway is even a danger to him because there are several instances where trailers have lost their brakes. In fact, there was a traffic warden who was a victim of an accident on that same spot a few years ago.”

But Yellow has been lucky. He has never been involved in an accident despite working on the highway for a year. His luck, however, ran out in early October when the enthusiastic traffic warden was involved in a hit and run accident when he tried to control traffic around Plateau Hospital.

”It was around 7pm and I was on my way home in a tricycle when I noticed a traffic gridlock around Plateau Hospital. I jumped down from the tricycle to control the traffic and shortly after, I was hit by a vehicle.’’

Not fully recuperated, Yellow has returned to the highway and told our correspondent: ”I can’t stay at home, I miss the job. I’m not completely healed but I can still do the work.”

For his commitment and dedication to duty, Nigeria Union of Journalist (NUJ) Plateau State chapter recently honoured him for his dedication to duty. ”I feel so honoured and happy,” he said adding that, “I do my job because I love it but I didn’t know that other people have been observing me and that makes me happy.”

My Decisions Are In The Best Interest Of Plateau - Lalong..

My decisions  are in the best interest of Plateau - Lalong

October 25,2019

By Golok Nanmwa,Jos

Plateau State Governor Rt. Hon. Simon Bako Lalong  has said that  decisions taken by his administration are in the best interest of the State and not to satisfy any personal or group interest other than that of the people he has sworn to protect and serve.

This was contained in a statement signed by  Makut Simon Macham,Director of Press and public affairs to Governor Lalong and made available to newsmen in Jos

The statement reads that Lalong made this known at the monthly prayer and fasting session held at the Chapel of Grace, Government House Chapel, Rayfield Jos for October  .

Governor Lalong who addressed several issues regarding the peace and progress of Plateau State, said there is always need for citizens to not only pray for those in authority but also support them with ideas that will provide solutions to challenges of the society.

He said “for me as the Governor of Plateau State, my responsibility is to do justice to all people in the State whatever their background or affiliations. That is why every decision we take as a government is to ensure that we address the problems bordering us and not to escalate it. I will do everything that is needed to ensure that the peace that we have today is maintained and improved upon because when there is peace, there will be investment and prosperity which will reduce crime”.

He advised those who are bent on criticizing every policy of government to think about the greater good of the state rather than parochial sentiments that are capable of isolating people and deterring progress. He emphasized that the bible teaches love for God and one another which cannot be changed because of individual interests.

“We need you to continue to pray for us and encourage us. We are not angels nor are we infallible. Even if we make mistakes, ask God to help us correct them, but I can assure you that we are always consulting with people to find solutions to our problems. The issue is that some people prefer to criticize but hardly bring any solution on the table even the one they vehemently choose to castigate”.

Chaplain of the Government House Rev. Fr. David Ajang in his homily asked the people of Plateau State to reflect on why God endowed the state with abundant natural and human resources that are the envy of people within and outside the country.

He said “we must eliminate religious, tribal and political dichotomy and divisions that polarize us and create divisions. We need to think differently and change the fortunes of the state by thinking Plateau and acting Plateau because when the state prospers, then individuals will be able to realise their God given talents and gifts while the Peace and Tourism that we always relish in will manifest”.

Plateau State Government Debunks Rumours Of Installing New Sum Pyem...

Plateau govt debunks rumours of installing new  Sum Pyem

October 23,2019

By Golok Nanmwa,Jos

Plateau State Government  yesterday  appealed  to all Citizens of the state  to continue to be law abiding and to maintain the hard- earned relative Peace in the State.

This was contained in a  statement signed by Dan  Manjang , the Commissioner   for information  and communication and made available to newsmen in Jos .

It reads that "Plateau State Citizens should also rest assured that
Governor Simon Lalong will continue to be Governor in Fact and in Deed to all Citizens of the State, irrespective of Tribe or Creed.

"The attention of the Plateau State Government has been drawn to several Publications in the Print, Electronic and Social Media wrongfully claiming that the Governor of Plateau State, His Excellency Governor Simon Lalong, allegedly on the basis of some undisclosed sentiments, is in defiance of the Judgment and Order of the Supreme Court of Nigeria mandating him to install Architect Hudu Ibrahim Manomi as the rightful Sum Pyem to the throne of the Pyem Chiefdom in Mangu chiefdom . This unfounded allegation is attributed to one Auwalu Haruna Magaji, said to be the Leader of some Concerned members of the Gindiri Community."
"We make bold to say that nothing could be farther from the Truth." Governor Lalong’s antecedents clearly vindicate him as a Man of Peace, a true Believer and Advocate of the Rule of Law and a Bridge- builder par- excellence. "
The Judgment of the Supreme Court of Nigeria in question delivered on 1st February, 2019, in Appeal No: SC/883/2015 in ARCHITECT HUDU IBRAHIM MANOMI & ANOR AND JOSEPH D. MATO DAKAT & 3 ORS. merely restored the Declaratory Judgment of the High Court of Plateau State of 13th day of April, 2006, CORAM JUSTICE J.H. SANKEY (as he then was). It was not an executory Judgment on the basis of which the Governor of Plateau State, or anyone else for that matter, was mandated to do anything in respect of the Stool of Sum Pyem."

It further reads that "Under Nigerian Law declaratory Judgments and Orders are not binding as they merely declare the existence of a Legal relationship without any Order directed at a specific person for compliance or enforcement."
The Judgment of the Supreme Court merely restored the declaratory Judgment of the High Court of Plateau State, which went no further than to pronounce Architect Hudu Manomi as being eligible to Contest and that he was duly Selected at the Selection exercise held on 17th May, 2004, without more"
"The Judgment of the High Court, which the Supreme Court restored contained no order nullifying the Selection of the current Sum Pyem conducted on 26th November 2013; it contained no order directing the Governor of Plateau State, the Mangu Local Government Council or any Government Agency to install Architect Hudu Ibrahim Manomi as   Sum Pyem." The Court could not have so ordered because Architect Hudu Manomi had no Counter-Claim before the Court on the basis of which specific mandatory Orders could have been made in his favour by the Court."
Let it be known that the Governor of Plateau State cannot, without a mandatory Order of a competent Court of Law, remove the incumbent Sum Pyem, a beneficiary of the exercise of Official acts by then Governor of Plateau State, which acts the Law presumes to be regular until the contrary is proved. "Therefore, for now, the occupation of the Stool of Sum Pyem by His Royal Highness Charles Mato Dakat is presumed to be regular in Law until the contrary is proved."
"Architect Hudu Manomi is consequently advised to seek judicial determination of the Status of the Judgment of the Supreme Court being relied upon by him in his demand for installation as Sum Pyem of Pyem Chiefdom."

Gamai Unity And Development Organization (GUDO) Kicks Against Any Attempt Of Short Changing Justice Monica Mensem Dongban JCA As President Of The Court Of Appeal...

October 23,2019

PRESS RELEASE
POSITION OF THE GAMAI UNITY AND DEVELOPMENT ORGANISATION (GUDO) ON THE ATTEMPT TO SHORT-CHANGE JUSTICE MONICA MENSEM-DONGBAN, JCA AS PRESIDENT OF THE COURT OF APPEAL.
The attention of the Gamai Unity and Development Organisation (GUDO) has been drawn to the controversy trailing the recent invitation of our illustrious daughter Justice Monica Bolnaan Mensem-Dongban and Justice of the Court of Appeal by the National Judicial Council (NJC) for interview to the Supreme Court. We have received this news with mixed feelings and reservations in view of the glaring ulterior motives behind the exercise. We are compelled, on behalf of the entire Gamai people both at home and in the Diaspora, to speak strongly against what appears to be a grand design to short-change our illustrious daughter who has served and is still serving this country meritoriously at the Enugu Division of the Court of Appeal.
2. We feel constrained to voice out against this unwholesome politicisation and unabashed violation of the established tradition of succession to the Presidency of the Court of Appeal for which Justice Dongban-Mensem is eminently qualified and payed her due impeccably.
  3. It is already a well-known fact that Justice Monica Dongban-Mensem, is the next most senior Justice of the Court of Appeal after Justice Zainab Bulkachuwa who is due for retirement at the end of this year. Indeed Justice Dongban-Mensem, as is the practice, is expected to replace Justice Bulkachuwa as President of the Court of Appeal. What is most worrisome to us is the emerging arm-twisting by certain vested interests driven by unpatriotic and narrow interests to craftily elevate her to the Supreme Court in order to pave the way for their preferred choice to assume Presidency of the Court of Appeal at the expense of our illustrious daughter who is next in line for the exalted post. This is a plot that is already being interpreted in negative terms by a wide spectrum of Nigerians.
 4. Details about these orchestrated and subterranean moves are already in the public domain, and the dire consequences of such actions on the integrity of the judiciary and our national unity are rearing their heads. It is our strong belief that the National Judicial Council shall be setting a bad precedence which is capable of demeaning the status of the judiciary and compromising its integrity as the hallowed temple of justice. Such subterfuge is also a bad omen, with great potentials to undermine the much-clamoured good governance and rule of law of this administration. It is indeed sad that the judiciary which should be insulated from politicking is being consciously or unconscionably dragged into mundane politics of sentiments to the detriment of our national interest!
 5. In conclusion, having made our position clear and unequivocal on this issue, we are passionately appealing to the National Judicial Council to resist this subtarrenean invitation to judicial anarchy and the immolation of trust by shelving the planned interview of Justice Monica Dongban-Mensem and if done, toe the path of honour and sanity, by adhering strictly to the established rule of succession at the Court of Appeal through confirming Justice Monica Dongbam as the next President of the Court of Appeal as Justice Zainab Bulkachuwa retires at the end of the year. We are also appealing to President Muhammadu Buhari, The National Assemblt, all men and women of good conscience, those on the Bench and at the Bar, political leaders, Civil Society and other stakeholders to lend their voice against this dangerous precedence and act of impunity that is capable of derailing the most cherished sanctity of the judiciary in the dispensation of Justice in the country.
Thanks and God Bless
Fidelis Damsuk Bitkop
Secretary General
