Speaking at the occasion in Jos, Lalong said his adminstration is determined to better the lives of citizens of Plateau .

 Northern Governors Forum has condoled with the former Vice President Alhaji Atiku Abubakar over the loss of his long term aide Umar Pariya.

Chairman of the Northern Governors Forum and Governor of Plateau State Rt. Hon. Simon Bako Lalong in a statement signed by Dr Makut Simon Macham,
Director of Press and  Public Affairs to the Governor of Plateau State described the death of Pariya as a great loss not only to his immediate family, but to the nation at large having supported the former Vice President in his service to Nigeria.

The statement described Pariya as a diligent aide who demonstrated competence, loyalty and excellence in his duties as assigned by the former Vice President.

Lalong prayed God to grant the soul of the late Pariya eternal rest and give his family and Alhaji Atiku Abubakar the grace to bear the loss.

A bill for the creation of the Plateau state contributory healthcare management agency was passed by the 8th assembly and signed into law by Governor Simon Lalong in May 2019 in order to reach out to the most vulnerable in the society through affordable healthcare.

Stakeholders in the health sector on friday  have also called for the strenghtening of the health system in the country.
They made the call at a health financing capacity building workshop for the Plateau state contributory health management angency.
Chairman of the Nigeria Medical Association Plateau state chapter, Dr Titus Dajel emphasized on the need to strenghten other sectors that have indirect relationship with the health sector.

The stakeholders made reference to the study theme of Senior Executive Course 41 of the National institute for Policy and Strategic studies NIPSS which was on Health Financing.




It could be recalled that a five day workshop for the development of a blueprint for the newly established Plateau state contributory Healthcare Management Agency  recently opened in Jos.

Director General of the agency, Dr Fabong Jemchang said participants at the workshop will also look at operational guidelines for the scheme.

According to him, the out of pocket expenditure on healthcare has already threatened families in the state.



Stakeholders at the workshop emphasized on the importance of health insuarance which only covered a small fraction of the population.



Director General of the Plateau state Peace Building Agency, Joseph Lengman who also spoke at the occasion  established a connection between health insurance and sustainable peace in the state.



Keynote Speakers gave talks on health financing, social health insurance, Nigerian health system performance among others.

Plateau State Governor and Chairman of the Northern Governors Forum Rt. Hon. Simon Bako Lalong has described his victory at the appeal court as yet another collective victory for the entire people of Plateau State and a validation of the will of the people in the 2019 governorship election.

Governor Lalong in a statement by his Director of Press and Public Affairs Dr. Makut Simon Macham said he was not surprised by the court verdict as all the while, he has never doubted the validity of the people's mandate reposed in him and the APC.

Lalong said " This is not a victory for me but for the entire people of Plateau State who have demonstrated faith in our Rescue Mission. Like I have repeatedly said, I am Governor for everyone irrespective of party, tribe, religious or any other affiliation. I am ready to carry everyone along"
The Governor again called on the opposition and its candidate Gen. Jeremiah Usseni to join hands with him in moving the State forward.

He called on all Plateau citizens to continue supporting the Rescue Administration towards leaving a lasting legacy for the State.

Our correspondent reports that Lalong made this known  in Abuja while  unveiling the BENNIE PURRIE, a sports car manufactured by Jerry Mallo of Bennie Agro and  Automobile Technology Ltd.

He said Plateau is full of talented youths and his adminstration is youth friendly .

"We would continue to support Youths in Plateau ",he added

 Mallo  is the face of MSME in Nigeria and winner of the 2017 National MSME AWARDS.


 Lalong also vowed to  sustain  his vow to make Plateau State a production centre where the economy is driven by entrepreneurship not reliance on government.

United Nations Children’s Fund  (UNICEF)  on Thursday  said  it is collaborating with some state  Government to tackle the challenges of out-of-school children in the country .

Mr Bhanu Pathak, Chief Field Officer, UNICEF Nigeria, Bauchi Field Office, made this known while speaking with newsmen in Jos ,during the 2019 end of year review meeting of stakeholders for States supported by UNICEF Bauchi Field office held in  Jos.


 He further  disclosed that many Nigeria children are out of school in the country .



Bhanu said that   millions of  out of school children are  from the Northern states.

According to him, as  a result of the out of school children UNICEF is focusing on selected 15  States that have more challenges on education and health issues.

In his words "The 2019 end of year review is  to help us focus on  our 2020 plan to ensure that this out of  school children goes back to school and become important women and men in the Society, so we  are developing  a 2020 work plan review and amend the rolling work plans 2019/2020 for 2020 programme implementation".

"60 percent of out  of school are girls from the different religious and cultural backgrounds".

He added that UNICEF will focus on the 15 states that are more challenging ,not only on education, but health Sector in the area of immunization, saying there are more children that are not fully immunized in those states.

The chief field officer said, the end of year review meeting with stakeholders is to present the achievements, identify key challenges,  causes, provide solution and action plans to address the challenges.

"The Stakeholders review is also to brain storm on child friendly community initiative and create a common understanding on the objectives, strategies, and roll out plans, and agree on the way forward ."

COURT ASKED FG, OTHERS TO PAY N5M COMPENSATION FOR VIOLATION OF HUMAN RIGHTS.



The High Court of Justice Plateau State has Ordered the Federal Government and some of its Agencies to Pay one Dalyop Bulus the Sum of N5,000,000.00 (Five Million Naira) for the Violation of his Fundamental Human Rights.

The Applicant Mr. Dalyop Bulus was arrested on the 12th Nov. 2017 at Tyana village, Ra-hoss Ward, Riyom LGA, Plateau State by Operatives of the Operation Safe Haven alongside his elder brother, Benjamin Bulus who was later charged to Federal High Court Jos Division, but discharged for want of Deligent Prosecution.

The Applicant who is still in SSS Custody said they were subjected to serious beating as a result of which they sustained injuries following their arrest.

The Applicant sued the Federal Government in Suit N0: PLD/J154M2/19 along  four(4) other Respondents namely, Attorney General of the Federation, Chief of Defence Staff, the State Security Service, and Major General Augustine Chris Chukwudi Agundu, the Commandant Special Task Force Operation Safe Haven.

In a Judgement delivered on the 2nd August, 2019 by Hon. Justice S. P Gang the High Court of Plateau State held that the action of the Respondents clearly contravanes the Provisions of Section 35 (4) of the Constitution of the Federal Republic of Nigeria 1999 (as Amended) which provides that any person who is arrested or detained in accordance with subsection (1) shall be brought before a Court of Law within a reasonable time.

The Applicant Counsel, Mr. Gyang Zi a renowned Jos Based Legal Luminary and Human Rights activist who filed the Suit for the Applicant had earlier brought an exparte application praying among other things, for an order of Production of the applicant to the High Court of Justice of Plateau State by the Respondents and to show cause why the Applicant should not be release on Bail on the date fixed for hearing pending the determination of the Originating Motion, the said application was granted by the Court.

The Originating Motion for Enforcement of the Applicant's Fundamental Rights was thereafter taken by the Court.

Counsel to the Applicant Gyang Zi Esq urged the Court to grant the prayers contained on the Originating Motion as follows:

1. An Order enforcing the applicants Fundamental Human Rights.

2. An Order declaring the arrest, assaults, torture, and detention of the Applicant by the Respondents for a period of one year four months and still running without any just cause as illegal, unlawful, and unconstitutional.

3. An Order directing the Respondents to release the applicant from the Respondents custody or any other custody wheresoever forthwith.

4. An Order against the respondents to pay the applicant the sum of N5, 000,000.00 (five hundred million naira) only as general damages/compensation for the unlawful arrest, assault, torture, and detention of the applicant for a period of one year four months.

5. A mandatory Order directing the Respondents to Publicly apologise to the applicant in at least two national dailies for unlawful violation of the applicants fundamental human rights.

6. An Order of injunction restraining the respondents, their agents, privies, and representatives from further arresting, and detaining the applicant for no just cause.

7. And for such further orders the court may deem fit to make in the circumstances.

The issues for determination were resolved in favour of the the Applicant.

Sadly however, the DSS/SSS are yet to release the Applicant from Custody despite this Judgement which was delivered since 2nd August, 2019.

Governor, Simon Lalong of Plateau state yesterday   flagged-off  the operation zero potholes  programme in Jos  and Bukuru metropolis .

 Speaking at the flag off ceremony  which took place   at the Constitution  hill junction in Jos , Lalong said " We are here today to flag off the rehabilitation of township roads as part of infrastructural development of Plateau State in line with one of our three-point policy thrust.

" By now, the citizens of our State and even visitors will attest to our commitment as a Rescue Administration to providing good roads which are critical to development.
Thus, when we assumed office, we decided to complete about 28 abandoned road projects that we inherited from the last administration. Our intervention saw contractors going back to site.
However, while some of these roads have been completed and commissioned, others are still ongoing at speed that is not acceptable to us considering the funds we have committed.
Consequently, I have directed the Ministry of Works to warn all erring contractors to return to site within 14 days or have their contracts terminated and re-awarded to more committed contractors.
It is one thing to expend funds in building road infrastructure, while it is an entirely different ball game in getting quality delivery and maintaining them for the benefit of the citizens.
Despite our efforts, we have seen the wear and tear of our roads which have caused hardship to motorists and commuters in many of our townships particularly the Jos - Bukuru metropolis.
That is why at the inauguration of Commissioners, I directed the Ministry of Works to implement zero tolerance to pot holes in the State to prevent them from further damage as well as enhance the convenience of motorists.
Today’s event, which is the flag off of “Operation Zero Potholes” within the Jos - Bukuru Metropolis therefore kick-starts the implementation of this directive.

" We intend to sustain this and ensure that it goes round the major townships in the 17 Local Government Areas of the State.

" Since one of our 3 –point Policy Thrust is Physical Infrastructural Development, we don’t intend to only build infrastructure in the State, but shall continue working hard to maintain them. "

" We cannot afford to let these road infrastructure decay to the point that they become a burden and threat to lives of our people.

" Henceforth, we will make sure we arrest any road deterioration early in order to sustain the lifespan of our roads and other infrastructure.

" At the same time, government will henceforth not tolerate the culture of neglect and abuse of public infrastructure which has contributed to the level of wear and tear we are experiencing today."

"We have also noted with dismay the flagrant misuse and abuse of these critical infrastructure through illegal erection of road bumps."

"Government has also noticed the use of the roadway for mixing concrete, dumping of construction materials and most worrisome, trading."
" These unfortunate abuses are prevalent on Ahmadu Bello Way, Terminus, Bauchi road, Kabong, Farin Gada, Kugiya in Bukuru to mention a few. No responsible Government will sit and watch this lawless behavior."
" Consequently, I have directed with immediate effect, the constitution of a high-powered Special Task Force that will rid our roads of street traders, illegal road bumps, illegal motor parks as well as check indiscriminate parking of cars and trucks within our roadways, especially at Dadin Kowa, Mai Adiko and other areas.

" On an auspicious occasion such as this, let me mention that the solar street lights we have so far put in place are not only to beautify the Metropolis, but also guarantee security. These solar street lights cost a lot of money and are appreciated and commended by the citizens.

" It is however unfortunate that reports reaching me indicate the destruction of some of the street lights by reckless drivers and some vandals.

" Since these lights are installed to serve the  public good, let me again warn that any road user that knocks down a street light, as well as vandals arrested will be made to pay the full cost of replacing it among other penalties the courts will hand down."
"I call on members of the public to report to the relevant authorities, anyone who knocks down or attempts to vandalise these street lights so as to guard our collective assets. If you see something, say something! "Government is also aware of community efforts to intervene in maintaining some road infrastructure within their domains. We appreciate your efforts and assure you of support especially if you properly and legitimately collaborate with the relevant agency.

There is no doubt that the demands for roads and other physical infrastructure are huge and the resources not sufficient. However, I have promised that we shall utilize the little resources judiciously to get value for money."


I want to emphasize that the rehabilitation of roads and construction of new ones will be a continuous one. I expect the Ministry of Works to be proactive and create good relationship with the public for information gathering and feedback.
I strongly advise and call on the general public to have a change of orientation to public property. When we treat public property as nobody’s property, decay and abuse become inevitable and the society loses at the end.
Let us all continue to join hands in the Plateau Project as the Rescue Mission works towards a lasting legacy for our State.
Speaking earlier Hon Pam Botmang the Commissioner for Works in Plateau said , determined to continue with the mandate of repositioning the state on a path of sustainable development ,Governor Simon Lalong had in April 2019  after his victory at the polls for a second term , constituited a high powered committee chaired by the deputy Governor Prof Sonny Tyoden ,to prepare a blueprint towards consolidating on the gains of the rescue mission ,
"Government inherited a total of 28 roads from the previous administration and unlike other previous administrations  and unlike previous   administrations ,Lalong continued with the inherited projects and has indees completed some , while others are at advance levels of completion "

Plateau State Governor, Simon Lalong  on Tuesday  presented a budget of ₦172,596,317,577.00 only  to the State House of Assembly for approval for 2020 budget .

The budget christened “Budget of Rescue and Infrastructural consolidation has  a recurrent  expenditure of  N98   billion, representing 56 per cent of the budget .

Lalong said the budget was tailored after his administration’s three -pillar policy  for development, “and speedy economic transformation of the state.



He said " From the period we assumed office apart from entrenching peace and security, instilling confidence in the people, we took a lot of steps to re-establish fiscal responsibility. We also ensured sustainable development in the different sectors of the economy.


He said "we built the 2020 Budget around the idea that our state has always done best when everyone gets a fair share.

"Our approach to sustainable governance policy implementation and staff welfare will continue to be given priority consideration. For example, the issue of the New National Minimum Wage has recently been in the front-burner. "

"Government appreciates the Organised Labour and Civil Servants as partners in progress. We see the yearnings or demands for increase in the minimum wage as a genuine source for motivation, improved productivity and general improvement in the living conditions of our Civil Servants and their families. "

"I have accordingly approved the constitution of government committee to negotiate with the organised labour with a view to coming out with modalities for implementation."


He further said "We  share in the challenges faced by all and sundry in the light of some market forces that could defeat the good intention behind salary increase. With the Bill now passed into Law at the National Level and accented to by Mr. President, we are also fully committed to its implementation and have therefore made provisions in the coming fiscal year to address the issues. "

"Similarly, as part of our new strategic plans for sustainable Human and Infrastructural Growth, we intend to upscale our Internally Generated Revenue through levies and rates for social services in accordance with Extant Laws. "

"Through our planned Economic Summit too, we hope to improve our investments in productive sectors of the economy to increase our earnings, provide some palliative measures for the citizens, as well as fund some of our development programmes.'"

"Furthermore, execution of Projects and Programmes will continue to occupy front burner in our determination to deliver efficient services to the people.
It is in this respect that The Project Monitoring and Result Delivery Unit domiciled in the Office of the Chief of Staff has been established under Office of the Executive Governor with clear mandate to ensure diligent tracking of Projects and Programmes implementation by all the MDAs."

"While urging the Honourable House to diligently peruse and deliberate on the Budget, he said i  look forward for your cooperation in its speedy passage to enable Government commence implementation and service delivery from onset of the New Year.

"An accelerated Passage will also be a panacea for the State to qualify for the World Bank States Fiscal Transparency, Accountability and Sustainability (SFTAS), Disbursement Link Indicators I and II (DLIs I&II) and Eligibility Criteria (EC I)."




"We need Plateau State in the next few years to be ranked among the highest in skill development; highest – Educated Workers; the most Advanced Transportation and Communication Network and the firm commitment to peaceful co-existence and renewed security of lives and property of our citizens."

This, it is hoped will be the panacea to inclusive growth and self-reliance. In this way, we need not to be burdened by years of debt and debt clearance, arrears payment, deficit financing etc, which characterised a greater part of our Budget in the past.

"We would  continue to pursue Policies, Programmes, Projects and activities that will shore up our State and our Fiscal situation. " he added .

Plateau state Governor Simon Lalong has said that the All Progressive Congress APC is determined to provide quality governance to the people of the country .

Speaking at the Progressive Governors Forum meeting in Jos ,Lalong said  It is with great pleasure that I warmly welcome you on behalf of the
Government and good people of Plateau State to the third Federal Government Progressive Governors Forum Parley on Policy Synergy holding here in our beautiful Capital City of Jos.

           
Indeed, it is a great honour for us to host this very crucial
engagement organised by the Progressive Governors Forum whose focus is to
strengthen public service delivery in APC States and the nation at large.

       
Given our antecedents in hosting high calibre events such as this, and our rich hospitality in addition to the serene and enchanting beauty of Plateau State, there is no better choice than Jos, to host this very important gathering
at this time of the year.

       
You may wish to recall Your Excellencies, that the last parley took place in Kebbi State on August 1, 2017 with the theme “Policy Synergy to Ensure Development” which focused on Finance,internally Generated Revenue (IGR), Agriculture, Education and Social
Investment.

                   
This is in line with the promises we made while seeking votes from the electorates and the oath of office that we took to serve our people.

         
We are also not unaware of the torrents of expectations from the people we were elected to serve despite the financial challenges confronting
our States.

       
The onus is therefore on us, to justify why we were chosen from among millions of Nigerians by devising ingenious ways of meeting the
expectations of the public.

       
This underscores the relevance of our meeting here today as we synergize to explore what we can do together, what we can share with each other
and areas we can collaborate with one another particularly the Federal
Government that has partnered with us all the way.

       
Saddled with the enormous responsibility of moving our dear states forward, we have no option but to constantly engage one another like we are
doing here today. Like the proverb says “If you want to go fast, go alone. But
if you want to go far, go together.”
       
We must also put on record that notwithstanding the many challenges we face as a country, the APC administration both at the National, State and
Local Government levels have recorded tremendous progress in reshaping the
economy, rebuilding infrastructure, creating jobs and improving security among
others.

 
But we must also admit that there is still more work to be done
considering the level of decay we inherited in our various States. That is why
we have to commend Mr. President for leading the way in the determination to
deliver Change and take Nigeria to the Next Level.

       
The fact that we are paying special attention to three key areas of Internal Security and humanitarian Services, Health and Education at this
parley makes me particularly happy because these areas reflect some of the most
challenging issues we are contending with in our respective States and the nation
at large.

   
We therefore need to come up with practical and effective ways on
how we can tackle insecurity manifesting in insurgency, banditry, kidnapping,
farmer-herder clashes, ethno-religious crises and other violent conflicts.

 
We must at this meeting resolve how best to work with the Federal
Government and indeed the Local Government system to ensure the protection of
lives and property of our citizens.
 
This parley should also enable us to discuss what we are doing in
our States about Primary Health Care, Health Insurance, Social Protection for
the vulnerable and ensuring that there is quality and compulsory education for
our citizens.
     
It is also expected that this parley should provide more insights
on how we have fared so far in our synergy with the Federal Government through
the Universal Basic Education, National Social Investment Programme, Humanitarian
Crises Management, and the National Primary Healthcare Strategy among other
programmes that the APC-led Federal Government has rolled out.


   
We cannot talk about Strengthening Public
service Delivery without discussing the issues of accountability and prudent
deployment of resources. This is where we need to learn from each other on how to
generate more funds and judiciously deploy them devoid of corruption,
mismanagement and extravagance.

 
Manpower development and human resource re-invigoration that is
driven by information and communication technologies is very important if we
are to make any progress in governance. We need to dwell on this and also forge
the way forward.

 
 This may also lead us to
taking another look at Local Government system to make it more effective. We
all must work together to instill fiscal discipline and transparency in the
management of the resources that are so directly allocated to that tier of
government.

For us in Plateau State, there has been growing synergy among all
stakeholders including the three arms of government as we continue our Rescue
Mission through the 3-point policy thrust of peace, security and good
governance; infrastructural development; and sustainable economic rebirth.


 
We have since come up with a 5- Year Strategic Development Plan
which is guiding our Next Level Vision where we are prioritizing various
projects in education, health, agriculture, mining and tourism which we believe
can turn around the economic fortunes of our State if properly harnessed.
   
We have set in motion plans to host an Economic and Investment
Summit where we intend to open up Plateau State to domestic and foreign
investors and rebranding our State to what it truly is –THE HOME OF PEACE AND
TOURISM. I will shortly be calling on your Excellencies to join us.
This parley is therefore apt as it affords us the opportunity of discussing
some of our efforts through agencies such as the Plateau Primary Healthcare
Development Agency, Plateau Health Insurance Scheme, Plateau Disability Rights
Commission, Plateau Peace Building Agency, ICT Development Agency as well as
Plateau Small and Medium Enterprises Development Agency.

The Council of Plateau  Yoruba youths worldwide (YCYW) wishes to welcome the President of Federal Republic of Nigeria , Muhammadu Buhari , the 19 APC governors ,Senate president, Ahmad Lawan, Speaker of the House of Representatives, Femi Gbajabiamila to Jos for the third Federal Government Progressive Governors Forum (PGF) parley on policy synergy .

President Buhari urges  NIPSS to graduate from Think-Tank to Do-Tank

President Muhammadu Buhari at the weekend  identified the importance of technology globally, saying that with the development, Nigeria cannot remain where it is today in terms of development.

 He made this known at the graduation ceremony of Senior Executive Course (SEC) 41 of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Jos, Buhari .

Represented by the Vice President, Prof. Yemi Osinbajo ,he said we cannot remain where we are in development, going by what is available in technology today.

“The opportunities are great. We can simply leap-frog and there is so much room for leap – frogging and we don’t have to evolve through the decades again. We are already positioned to take advantage of technology to move the development further.

“Agriculture is another sector that is being transformed by digital technology. There are about 530 varieties of 37 crops developed out of 2014. Cassava yields have increased by 60% in the past decades. It is clear that agriculture cannot remain at the subsistence level again it is in many parts of the country.”

Buhari advised the NIPSS generally, not the graduating 66 participants, that the problem of Nigeria has never been a shortage of ideas. “There is no policy that is not somewhere that has not been thought of. But it is just lying down somewhere, but the problem has been that of implementation.

“That is the reason by my respective view that NIPSS must graduate from a think – tank’ to a do – tank.’ It is time. The policy is not the issue but at a point the implementation of recommendation is the issue.

“So, I want to urge NIPSS that our consequent studies must be based on the need to attain some level of understanding on how to implement, on how to get things done. And once you are able to get this done, I am sure, substantial difference will be made.”

Buhari congratulated all the graduating participants particularly the NGO, the development Research and Projects Centre (DRPC)  under the partnership for Advocacy in Child and Family Health .

In his welcome address, the Director-General of the institute, Prof. Habu Galadima, thank the president, particularly, the vice president, who has always given NIPSS the desired attention, and the participants for their good conduct throughout their 10-month stay in the institute.
