Plateau State Firms Up On ICT Goals With Value-Adding Strategic Plan

Plateau State has approved an enhanced Plateau Information and Communication Technology (ICT) Policy and Strategic Plan to drive its vision of improving quality of life of Plateau citizens by ensuring affordable, universal access to high grade ICT facilities and services within Plateau State. The state is targeting to become among the best Three ICT Hubs in West Africa by 2025 and plans zero cost on Right of Way (RoW) that should attract broadband connectivity companies like MainOne and Phase3 to help expand the frontiers for cheap internet access.

A statutory ICT regulatory agency: Plateau Information and Communication Technology Development Agency (PICTDA) has the mandate to manage its ICT goals to promote “a globally competitive modern ICT enabled economy and knowledge-based Information Society where strong, efficient and sustainable improvements in social, economic, cultural, good governance and regional integration are achieved through the deployment and effective use of ICT.”

In over a year, PICTDA has sought to create awareness, encourage synergy on tech integration among ministries, departments and agencies (MDAs) within the state; and also build capacity through several policy-windows designed to improve ICT penetration and usage in Plateau State.

The newly approved ICT Policy and Strategic Plan will strengthen the resolve of Governor Simon Lalong to have a knowledge-driven ecosystem, able to leverage entrepreneurship and promote socially inclusive growth.

Plateau State has a population of around 3.5 million people and more than half that figure are below 30 in age making it imperative for the state to leverage ICT to build new skillsets in its huge population of young people..

It is envisaged that the new policy will encourage a state-wide rapid deployment of ICT infrastructure, induce more gender participation in tech development and operations across the state, particularly the female gender; and use ICT to create a conducive environment for the promotion of investment and sustenance of a vibrant local economy across all sectors including agriculture, mining, transportation, health, education, tourism and creative arts, and fintech among others.

Since 2018, Plateau State has quietly led a policy and regulatory revolution in getting states more involved in ICT beginning with its establishment of PICTDA through an Act of Parliament. No state of the federation has achieved that so far.

A Senior Advocate of Nigeria, Chief Garba Pwul has put his weight behind the decision taken by the Executive and traditional council of Mangu Local Government to suspend all traditional and cultural festivals for the year 2020. The decision which was taken to honor those who were killed by gunmen in an attack in Kombun Ward of the local Government area was also considered to avoid any further attack until the security situation is properly tackled.

In a statement, he applauded the authorities for the wise and prompt decision taken and the people for accepting the decision which clearly shows that the whole Mwaghavul nation  sympathizes with the victims and their families

 He called on the perpetrators of the heinous act to desist from it and prayed that all crisis merchants and sponsors will be exposed and disgraced. He admonished the people to be law abiding and respect the decision of the council and  support the Government and security agencies in fishing out those who are out to destabilize the peace which Mangu is known for.

Plateau State Governor Simon Bako Lalong is continuing his inspection of ongoing projects across the State with a stern warning to contractors to ensure that quality work is done and completion period adhered to.
Governor Lalong began his latest inspection with a visit to the Baab-Kurgwi Road under construction in Quan Pan Local Area where he expressed satisfaction on the level of work and urged the contractors to sustain the tempo.
He later visited the College of Arts, Science and Technology (CAST) Kurgwi to inspect the Legacy Projects going on in the Institution.
The Governor was briefed by the site Engineer who explained that the work had reached 60 percent completion and would have gone far if not for some delays occasioned by land dispute.

A statement signed by 8Dr. Makut Simon Macham the Director of Press   and Public Affairs to the Governor of Plateau State reads that The Governor frowned at the delay and immediately directed the Local Government Chairman and member of the State House of Assembly to ensure that the dispute is resolved immediately.
He also Inspected the Demshin Road Project also in Shendam local Government where the residents jubilated on the Governor's presence which they hoped would make the contractor sit up to ensure that the work is done according to specifications and schedule.
During the inspection of Kalong Bridge in Shendam Local Government, the Governor received a tumultuous welcome by a large crowd who said the construction of the bridge would reduce their hardships. They said they have suffered lack of access to markets to transport their farm produce and also link up with other communities around them.
He later performed the Coronation Ceremony of three Chiefs in Shendam. They include the Long Dorok, Long Jaktoe and Long Derteng where he charged them to use their positions for peace, development and mutual coexistence. He said " I have repeatedly emphasized the need for traditional rulers to be alert to their duties of preserving the culture and traditions of the people and also sensitizing them to live in peace with one another. When there is crime in your domains, you must work with your people and expose the criminals. If you don't, I will hold you responsible and ensure that you are investigated. That is the kind of thing I directed about the killings in Bokkos where to my dismay, nobody was arrested despite the murder of people. This cannot be allowed".
The new Chiefs all expressed joy over their coronation and promised to do their best in assisting the State Government fulfill its responsibilities to the people.

Plateau State Governor, Simon Bako Lalong has paid a personal visit to the family of the late Ropvil Daciya Dalep who was recently killed by terrorists in Borno State.

 A statement signed by Dr. Makut Simon Macham , the Director of Press and Public Affairs to the Governor of Plateau State reads that the  Governor in company of his wife, Regina and the Deputy Governor, Prof. Sonni Tyoden arrived the family house in Jing village, Pankshin Local Government to condole with the family of the deceased.
Lalong who had earlier sent a delegation to the family said he was highly distressed by the murder of the student who was on his way to seek knowledge  and did not commit any offence apart from being a Christian and a citizen of Plateau State according to his murderers.
He said " If the killers of Ropvil justified their act on the fact that he is from Plateau State and a Christian, then it means he died for Plateau and Plateau State will not forget him. We will soon do something to keep his memory. His killers will never have peace and one day, they will pay the price of their evil whether here on earth or in the life after. Definitely their reward is hell, while his own reward is heaven".
The Governor asked the family to take solace in the fact that God who is the ultimate judge knows everything and will avenge the killing of Ropvil.
The Mishkaham Mupun Mishkom Yusuf Wale Fwangbring who responded on behalf of the family thanked the Governor for personally visiting the family even after he had sent a delegation.
He said though the community was devastated by the gruesome murder of their son, the outpouring of love and support from all citizens of Plateau State and Nigerians at large has strengthened them because the action of the terrorists has been condemned by many.

Distinguished Senator Hezekiah Dimka visited the communities that were attacked in Kwatas,Marish,and Sabon barki in Bokkos.

Senator Dimka paid a visit to the office of the executive Chairman,Chief Yusuf Machen who received his condolence message on behalf of the people of Bokkos  LGA.

In his remark,Senator Hezekiah Dimka is saddened by the targetted attacks on his constituency and Plateau State by the Herdsmen.

"the People are not animals and they should not be killed like chickens,I urge my people to defend themselves before the security will get to the point of attack"

Senator Dimka sympathize with the people of Bokkos  and assured he is reporting his findings to the Senate President "I have come here personally to ascertain the level of the attack to take back to the national Assembly as I have been In constant touch with the Senate President,I will take this matter up as soon as the Senate reconvenes.

Senator Dimka is happy that the Governor has issued a tall order for the perpetrators to be arrested and brought to book.

The Chairman expressed his anger and warned "enough is enough" as the killers are not ghosts but person's that are known as he promised justice must be served.

The chairman led Senator Dimka and his entourage to meet with Acting Saf Ron/Kulere,Saf Kamwai and the traditional council to commiserate with the council.

The team proceeded to Cocin Central Church(RCC) Bokkos where the Senator donated relief Materails to displaced person's staying in the make shift camp.
Senator Dimka met with all the heads of Security agencies in Bokkos as the team headed for the villages affected in Kwatas to meet and commiserate with the people.

Critical Stakeholders from  Plateau state have sued for  peaceful co existence among  communities in the state .


Plateau state had been in the news for the wrong reasons for almost a decade due to the recurring herders/farmers conflicts .

The  State is said to be a miniature Nigeria primarily because nearly all the ethnic groups of Nigeria are present there.
Plateau is also blessed with lovely weather and fertile ground as every crop is grown in the state

There are more than 50 ethnic groups in Plateau state, These include: Goemai, Ngas, Tarok, , , Mwaghavul,  Beroms, among other tribes .


 Our correspondent reports that in January 2020  , two communities one in Mangu and Bokkos local government areas of Plateau witnessed violence leading to the death of some persons .


Alhaji Bitrus Ahmed a herder from Bokkos local government of the state who spoke to our Correspondent sued for peace saying that  herders are determined to stay peacefully with farmers in the state , he  said  the  search for enduring peace between farmers and herders in Nigeria was fundamental to the attainment of food security, development, progress and the achievements of the Sustainable Developments Goals, SDGs.


He said " I call on security operatives to arrest the criminal elements who are instigating the conflicts


Bitrus Ajang a farmer in Plateau who also spoke to our correspondent further lamented the conflicts between herders and farmers stressing that they are determined to stay peacefully with  herders , he said i call on government and security operatives  to work to  arrest those criminals who are hell bent on instigating violence
We are peaceful people , i have so many herder friends who are peace loving people too .he added .

 Another farmer  Benjamin Turba said lasting peace has to be returned to Plateau , our State produces over 90 per cent of the fruits and vegetables which Nigerians consume because of our weather, soil and water resources, Plateau can cultivate all the crops that are grown in any part of Nigeria in commercial quantities.

“It is undisputable that Plateau State is the home of fruits and vegetables; these include carrot, cucumber, broccoli, strawberry, soursop, lemon, cabbage, grape, asparagus and many others.

“It is a known fact that we produce 90 per cent of the fruits and vegetables that are consumed in Nigeria,’’  he added.

We need to stay peacefully with one another


A group Plateau Initiative for Development and Advancement of the Natives, PIDAN also lamented the attacks on some communites and sued for peaceful co existence among citizens


In a statement  jointly signed by Prof Aboi Madaki
President, PIDAN and Comr. Nanle Gujor
Secretary General, PIDAN reads that  The serial events of killings on the Plateau in recent times call for serious concern and clarion call to both the State and the Federal Government to rise  up to the occasion by strengthening the security  architecture to protect the lives of innocent citizens.






We also wish to further call on the Plateau State Government to create the enabling environment that would enable communities to engage in effective community policing in all parts of the State.



We appeal to the Christian and Moslem communities to collaborate in their various communities to flush out undesirable elements within their mist and bring them to justice.




Another farmer in the state  Iliyasu Gyang who also spoke to our correspondent said peace is Priceless , we need to stay peacefully with one another



I call on security operatives to do its best to address the lingering conflicts  between farmers and herdsmen in some parts of the state.



He said that the state was beginning to regain its lost glory after the conflicts.

“.

“We need to  come together as a people to work out ways that will take us back to those old good times where we were all living as brothers and sisters,” he said.

Commissioner of Police, you should take the community leaders and the Ardos with you so that they can tell you those behind these killings. By the time you go to cell, you will bring out those people that are doing it. If you want to give evidence, give it to the commissioner of police. We are not afraid of Criminals .”



Lalong in a statement signed by Dr. Makut Simon Macham said Some community leaders and Ardos have done their best but within us, there are criminals. We must expose them no matter how high. If you are one of them, you better take yourself to the police station. The Army is here, Police, Civil Defence, DSS, Operation Rainbow. I want those people today. They should not sleep in their houses. By the time they are arrested, we will solve this problem”. The Governor said.

Commissioner of Police in Plateau State Isaac Akimoyede earlier briefed the Governor on the crises and the efforts to contain it explaining that he had held a meeting with the community leaders last Saturday based on intelligence where he warned against any breach of the peace.

“Since I have been in the state since February, no event of this magnitude have happened. We have been investigating the incident in Mangun and then this. We cannot continue in this situation in the State. The security agencies have resolved that those people killing must be arrested no matter how highly placed. Peace must return to this state as we cannot continue in this situation. If anyone has grievances, he should come up and say it so that we can find solution, not to take the laws into his hand and kill. We will not allow it” the CP said.

He assured the Governor that the security personnel have been deployed in the troubled areas to forestall any spread of the crises beyond the initial areas.

 Inorder to ensure  an improved relationship between farmers and herders  in Plateau State, Government  had  established a peace building agency .



Director General, Plateau Peace Building Agency (PPBA), Mr. Joseph Lengmang while speaking with our correspondent some months ago   said the agency was created to nurture and promote mutual trust among residents of the State.

Lengmang  added that the agency  has begin working out steps to promote harmonious co-existence among ethnic and religious groups in the State.

He maintained that the agency, which was established by an act of legislation in February 2016, had a primary mandate of preventing violent conflicts and consolidating on the peace currently being enjoyed on the hitherto conflict ridden State.



“Our mandate is to seek out the issues and deal with them at the latent stages with the aim of tackling them before they escalate into violent conflicts.



Lengmang further explained that, the agency was working with state and non-state actors towards a collaborative synergy that would make Plateau a peaceful haven for all.

He said that the agency had long started  its mandate by conducting advocacy campaigns to enlighten the people on the functions of PBA and how it was contributing to peace building.

Plateau State Government on Wednesday  said it is set to strengthen laws against cultism, kidnapping, land grabbing etc .


The state  Exco Meeting chaired by Governor Simon Bako Lalong  also said there are moves to  get  the law against  this crimes passed by the House of Assembly which proposes death penalty for kidnappers.

The Government also resolved to link up more State roads to Federal ones in Plateau for more economic opportunities.

Incensed by the murder of villagers and destruction of properties in Kwatas Village of Bokkos Local Government Council, Plateau State Governor Rt. Hon. Governor Simon Bako Lalong has expressed fury over Sunday's attack by yet to be identified gunmen on innocent people in Kwatas village, Bokkos LGA of Plateau State leading to deaths.

Lalong in a statement signed by  Dr. Makut Simon Macham ,the
Director of Press and Public Affairs to the Governor described the attack as yet another attempt by criminals who do not mean well for the State to take it back to the dark days of insecurity that it has substantially overcome.
The Governor while commiserating with victims and families of those killed, directed security agencies to go after the perpetrators of this heinous crime and ensure their arrest and prosecution as the State will no longer tolerate the wanton loss of lives.
He said "my heart again bleeds by this tragedy as lives of innocent citizens are cut short for no reason. Security agencies must go after those who are behind these attacks and their sponsors so they can face the law and be taught a lesson. We do not need another circle of bloodshed in Plateau State as all well meaning citizens have committed to peaceful coexistence and tolerance. My administration will not allow anyone, no matter how highly placed to jeopardize this peace".
The Governor again restates his determination to work  with the Federal Government and relevant stakeholders in strengthening community policing architecture in the State with robust intelligence gathering and early intervention to forestall reoccurence.
He again called for calm as the government and security agencies will ensure that justice is done to those affected.

Governor Simon Lalong of Plateau State  yesterday appeal   for  tolerance,  forgiveness and peaceful coexistence among the people of the state  saying  Plateau has emerged from the ashes of violence that engulfed the state  some years back.

He however said "           As a government, he will never allow anybody to target its  citizens or threaten them simply because they are Christians or adherents of other faiths. Even if they have no religion, they have the God-given right to existence and should not be threatened by anybody.

In his words "Being a citizen of Plateau State is not a crime.
According to him, some of the issues were given religious colouration and deepened sentiments that polarized the state  more, adding that they  need to be careful not to allow the gains that was recorded be in vein. .

Governor Lalong stated this in his remark at the investiititure for reciepients of Papal Knights of St. Gregory the Great KSGG, Knights of St Sylvester KSS and Papal medal lists held at the  Divine  Mercy Cathedral Lamingo Jos said People have been rebuilding confidence in the State and returning to invest and settle here adding that there  is need to do all that is within our power to create an atmosphere of peace for development to take place.

"              Similarly, the unfortunate developments relating to kidnappings and executions that have affected some of our citizens in the North East recently have been matters of great concern,       We are still mourning the latest ugly incident where a Student of the University of Maiduguri, Mr. Ropyil Daciya Dalep was murdered by terrorists calling themselves ISWAP.

        Our sympathies go to the family of the deceased and all other faithful departed. We pray that the Lord will comfort them and indeed all of us over this tragedy.


"          Barely a week earlier, we had rejoiced over the rescue of another daughter of ours, Jennifer Ukambong Samuel who was equally kidnapped by the terrorists."



"      Although those who are involved in this heinous crime input religion as their motive and try to justify their evil acts as revenge on Christians or Citizens of Plateau State, we know from their antecedents that they are simply criminals who have sold themselves to evil and are bent on dividing us."
 "         As painful as these issue are, I will like to appeal to all of us to unite in condemning their actions and also refusing to buy into their ploy to trigger hatred based on religion or State of origin."





"          Let me assure you that we are working with the President and security agencies to ensure that these incidences are addressed and our citizens under captivity by terrorists, kidnappers, bandits or any other criminals are released."

"         I appeal to us all to be vigilant, prayerful and guard our communities against merchants of evil who always want to exploit religion, tribe and politics for their crimes. Peace is all we need and we must continue working for it."

"        We should equally exercise retrain in responding to these sad developments so as not to inflame the situation and escalate it to unfortunate violent levels."

The Family of Late Ropvil Daciya Dapel, a 200 Biology Student of University of Maiduguri, Borno State who was abducted while resuming school after the festivity on 9th January, 2020 and thereafter slain by the dreaded Boko Haram Terrorists has called on the Government and security agencies to put in place more measure towards bringing a permanent end to the rising insecurity bedeviling the Nation.

They said government must do all within its powers to ensure that Nigeria is peaceful, safe and secured.

Speaking on behalf of the family, Da David Daciya said though they are pained with the killing of their Son, Mr. Ropvil Daciya who was gruesomely murdered by Boko Haram, they have left everything to God and comforted by the fact that fact that he is resting with the Lord.

Da Daniel Daciya said Government must take the statement of the teenage Boko Haram who shot Ropvil to death seriously.

He charged government to intensify efforts towards restoring security, peace, unity and harmonious living in the Country.

He made the disclosures while he granted audience to Journalists at his residence in Kufang, Jos South LGA Plateau State.

In their separate remarks, the National President Mupun Cultural Development Association (MUCDA), Chief Pedro Ardiyel Dakur Pharm. Mizim Dagung Haruna the Senior Legislative Aide to Rt. Hon. Yusuf Gagdi who stood in for his Principal and the National President of National Association of Plateau State Student, Cmr. Hommualak Sean all described the deceased as a Dedicated, industrious and promising young man who is already greatly missed. They said the entire State has been thrown unto mourning and grieved following the release of the video of his execution by his killers, Boko Haram.

They said Government should step up efforts toward safeguarding the people which is its fundamental responsibility.

They said the inability of government and security agency to tackle insecurity may heighten suspicion of complacency.

They said government must live up to its cardinal constitutional responsibilities of protecting lives and property of the citizens.

They also charged government to deploy concerted efforts to ensure the release of others being held hostage by Boko Haram.

They thanked well meaning Citizens for standing with them in their trying moments saying they are encouraged, strengthened and comforted by the show of love & empathy.

Executive Chairman of Langtang North Local Government Council Hon  Ubandoman Joshua-Laven ,on Friday described the Governor of Plateau  state  Simon Lalong as a honest leader .

Speaking with our correspondent in Jos , Joshua-Laven further congratulated the state Governor, Barrister Simon Lalong over his victory at the Supreme Court .



Our correspondent report that Laven is the only  LGA Chairman elected under the platform of the opposition Party in the state , the Peoples Democratic Party PDP

In his words "Since i resumed office as Executive Chairman of Langtang North over a hundred days ago , Gov Lalong has given me free hands to operate , he carries me along  despite the fact that i was elected under the Platform of the PDP "

Ubandoman who also congratulated the Governor on his supreme court victory  called on him to carry  the opposition  party along  as he develops the State and pursue  projects and programs that will promote lasting legacies for the people.
"I call on him to operate  a unity government "
He  further said Lalong is doing well in providing dividends of democracy to the people of the state .
Lalong has done well in developing the Northern Senatorial Zone just like the immediate past Governor Jonah Jang did  , i am appealing to him to shift some development to  Southern Plateau .
The Former Governor Jang did well in the development of the Northern Zone ,Lalong too has  done well in beautifying Northern Zone , l am appealing that he brings more development to our Zone , we need good roads and street lights in the southern zone  especially in my LGA which is the gate way to the southern zone  as well , he added .

Joshua-Laven further said since resumption of office about 100 days ago , his administration has held several meetings with  security operatives in order to tackle insecurity in the LGA
"As i speak to you Langtang North LGA is the safest place to be "
"I was able to remodel the Chairman,s  office in my LGA as well as construct a solar powered borehole to provide water to my people ."
I also cleared some backlong of arrears owed workers in the LGA .
We awarded hand pump boreholes to respective Counsellor,s of the 18 wards
We also facilitated projects in 8 communities as well as empower women and youths

"My administration is determined to boost the IGR in the LGA , i am determined to provide dividends of democracy to our people , this adminstration is determined to revamp  the health sector , boost education as well as agriculture ."
