Plateau state Government on Friday threatened to deal with mischief makers .

The statement reads that  "The   attention of the Plateau State Government has been drawn to a purported invitation for the installation of one Alhaji Samaila Abdullahi as the Sarkin Kerana 4 in Bukuru, Jos South Local Government Area which is trending on the social media. 

The said invitation is purported to originate from a non-existent Bukuru Emirate Council.

This is clearly the handwork of mischief makers and crisis merchants who are determined to instigate crisis and generate a breach of the peace that is currently prevailing in the State. 

The Government of Plateau State views this action as another desperate attempt by enemies of the State to make nonsense of the effort of  Governor Simon Lalong, which has succeeded in reuniting the people and engendering peaceful coexistence in the last five years. 

For the avoidance of doubt, Government will not fold its arms to allow such mischief makers tamper with the peace of Jos South Local Government and the entire State by inciting people against one another. 

The Jos South Local Government Management, traditional and community leaders as well as security agencies have already met and directed those behind this alleged turbaning to desist forthwith or face the wrath of the law.

The people of Bukuru, Jos South Local  Government and the entire State are advised to go about their normal businesses and be vigilant to report any suspicious activity to the law enforcement agencies. 

Security agencies are currently tracking those behind this mischief and will bring them to book immediately they are apprehended. 

The statement further added that  the Governor of Plateau State urges its citizens to celebrate the Sallah holiday in a peaceful manner and observe all COVID-19 guidelines.

Stakeholders in Jos South Local government area of Plateau state on Friday has suspended alleged Plans for the turbanning of Allahaji  Samaila  Abdullahi as Sarkin Kerana Community in the Area.

A statement signed by Daniel Bigwan the information Officer of the LGA said that the resolution was reached at an emergency security meeting held at the Council Secretariat in Bukuru.

The emergency Security meeting follows invitation being circulated on the social media for the turbanning of one Samaila Abdullahi as Sarkin Kerana on the first of August 2020.

Reading the  resolution, Management committee chairman of Jos South,Dachung Yahona Choji directed Security agencies to deploy personnel to halt such illegal planned  turbanning for Peace to reign in the area.

Other Stakeholders including heads of Security agencies and Representatives of Hausa Community said they are not  aware of the purported turbanning and  assured that anyone found wanting in the illegal act will not be Spared.
The purported illegal invitation for the turbanning is being Circulated in the Social Media by group of People yet to be Known.

THE NEED TO FORESTAL BREACH OF PEACE BY A PHANTOM BUKURU EMIRATE COUNCIL.
 
My attention has been drawn to an invitation card purported to be from a non existing Bukuru Emirate Council inviting the public to a turbaning ceremony of one Samaila Abdullahi as the Sarkin Kerana 4th of Bukuru Emirate on 1st August 2020 at a location said to be the Palace of the Emir of Bukuru. 
 
As member representing Jos South/Jos East Federal Constituency in the National Assembly, I am not aware of the existence of such and Emirate within my constituency and view this as an act of needless provocation. This is highly condemnable and capable of offending the delicate and fragile atmosphere of peace, not only in Jos South but the entire state. By its literary meaning, “an emirate is a political territory that is ruled by an Arabic or Islamic monarch-styled emir, which does not exist anywhere in Jos South.

The organisers should be reminded of the fact that there is a recognised traditional institution; The Jos South Traditional Council under the leadership of Da Nga Dangyang, the Gwom Rwei of Gyel. 

In view of the frantic calls and agitations from the peace loving constituents of Jos South, I wish to call on all security agencies and the Plateau State Government to take immediate steps in calling the organisers to order so as to forestal any breach of peace that could lead to a breakdown of law and order in light of this brazen affront on the tradition, customs and ancestral heritage of the people. 

I call on my constituents to remain calm but vigilant and report any group or individuals planning to bring disharmony by provoking a breakdown of law and order. Those behind this mischievous act should reconsider their decision and recognize that peace and harmony can only be maintained when all respect the traditions, ancestry and laid down institutions of the people.  

As our Muslim brothers celebrate Eid-EL Kabir, may we all size the moment to build bridges of peace between our diverse ethnic and religious communities in a bid to contribute to the quest for sustainable peace and development in our constituency, Plateau State and Nigeria at large.

Government and law enforcement agencies should therefore be alive to their responsibilities and coercion this group or individuals. 

I wish to join in wishing our Muslim faithfuls a blessed and happy Eid-El Kabir.

Plateau, Six other States Get $500m World Bank Grant for Female Secondary education

A statement from the bank in Abuja on Wednesday noted that the credit was approved from its International Development Association, which provides grants to developing countries.
The grants are with low to zero-interest loans for projects and programmes that contribute to economic growth and improve the livelihood of the populace in such nations.

The World Bank said the project would support access to secondary education and empowerment for adolescent girls in seven states, namely: Kano, Kebbi, Kaduna, Katsina, Borno, Plateau and Ekiti.

The AGILE project is expected to use secondary as a platform to empower girls through education, life skills, health education, Gender-Based Violence awareness and prevention, negotiations skills, self-agency and digital literacy skills.

According to the statement, a minimum of six million girls and boys are expected to benefit from the project, and many more students are expected to continue benefiting after the project ends.

Shubham Chaudhuri, World Bank Country Director for Nigeria, said: “There is no better investment to accelerate Nigeria’s human capital development than to significantly boost girls’ education.

“The AGILE project will enable Nigeria to make progress in improving access and quality of education for girls, especially in northern Nigeria.

“Addressing the key structural impediments in a comprehensive way will create the enabling environment to help Nigeria ensure better outcomes for girls, which will translate into their ability to contribute to productivity and better economic outcomes for themselves and the country.”

It added that the project would benefit about 6.7 million adolescents and 15.5 million direct project beneficiaries would include families and communities in participating states.

It also said the project had been adapted to respond to COVID-19 and would support a blended learning approach using technology and media (TV and radio) to implement remote and distance learning programs.

The statement added: “The AGILE project will expand existing primary and Junior Secondary Schools (JSSs) to include both JSSs and Senior Secondary Schools to make schools functional, safe, and inclusive to teaching and learning.

“This entails building more than 5,500 JSSs and 3,300 classrooms for SSSs, as well as improving 2,786 Junior Secondary and 1,914 Senior Secondary schools with safe, accessible, and inclusive infrastructure.”

Furthermore, it stated that about 340,000 girls would receive life skills training which would incorporate health information and key information on climate change, safety and gender-based violence awareness.



It also said 300,000 girls would receive digital literacy training to help them thrive in the digital economy adding that the project would offer half a million girls from the “poorest households” with financial incentives.

It said: “(The incentives will be) in the form of scholarships to further support their retention and completion of secondary school.

Rep Gagdi Distributes Sallah Package Worth Millions of Naira To Muslim Constituents..

GAGDI DISTRIBUTES 264 RAMS, 530 BAGS OF RICE WORTH #14,450,000MILLION AS SALLAH PACKAGES FOR MUSLIM CONSTITUENTS

In keeping to his tradition of reaching out to adherents of the Christian and Muslim faiths with packages during religious festivities, the member representing Pankshin/Kanke/Kanam Federal Constituency in the House of Representatives, Rt Hon Yusuf Adamu Gagdi has distributed 264 rams and 530 bags of 50/25/10 kg rice to various Muslim groups and individuals within his constituency and beyond as packages for the Eid-el-kabir celebration.

Outlining the distribution pattern, Personal Assistant to the parliamentarian, Barrister Adamu Nuhu indicated that religious leaders, party leaders, traditional rulers, youth groups, pressure groups and other recognized bodies in Kanam, Pankshin and Kanke Local Government Areas got 157 rams with 530 bags of rice ranging between 50/25/10 kg, while stakeholders resident in Jos got 54 rams and Abuja got 19 rams. Family and friends of the Late Representatives father within Gum area got 35 rams with 34 bags of rice respectively.

While wishing the Muslim Ummah a memorable Sallah celebration, Rt Hon. Gagdi has urged Muslims to observe the federal government approved protocol in their celebrations and call for prayers among Muslim faithful for an end to the covid-19 pandemic.

The lawmaker pleaded with those whom the packages could not reach to exercise patience, while those who got the packages should appreciate the intention behind the gesture, rather than the quantity.

Gagdi, who is still mourning his late father, Mallam Adamu Yusuf GAGDI, who died exactly two weeks ago, also expressed appreciation to his constituents for the show of love, prayers offered and condolence visits during the burial, and pray for God's bountiful rewards to everyone that identified with the family during their moment of grief. 

The distribution took place in his personal residences in Dengi, Gum-GAGDI, Jos and Abuja.

Those who benefitted from the packages include religious leaders, traditional rulers, youth groups, political party leaders and stakeholders, his personal aides and staff, campaign team and pressure groups among others.

Northern Governors Forum has condemned the attack on the convoy of Governor Babagana Umara Zulum of Borno State, describing the act as callous and reprehensible.

Chairman of the Forum and Governor of Plateau State, Simon Lalong in a statement signed by Dr Simon Macham ,his director of press and public affairs said the attack on Governor Zulum’s convoy who was on his way to Baga, a commercial town in Kukawa Local Government Area to personally distribute relief materials to internally displaced persons for the Sallah celebrations was another desperate attempt by criminal elements to sabotage the efforts of the Governor towards reducing the suffering of vulnerable people who have been traumatized by terrorists.

Governor Lalong said “this regrettable attack shows the desperation by enemies of peace and humanity at large to jeopardize all efforts towards making life easier for victims of violence in the State over the years. The Northern Governors Forum strongly condemns this attack and stands with Governor Zulum who has demonstrated courage in personally reaching out to people in need despite the dangers. We urge him not to deterred as he keeps working with security agencies to protect the lives and properties of the people”.

In another development, the Northern Governors Forum has mourned the death of elder statesman and leader of the Yoruba socio-cultural group, Afenifere, Pa Ayorinde Fasanmi.

Governor Lalong in a condolence message on behalf of the Forum described the death of the elder statesman as a great loss to the Yoruba nation and Nigeria as a whole giving his enormous contributions to the political development of Nigeria.

Lalong said Pa Fasanmi played active role in the enthronement of democracy and its sustenance through his roles as a legislator in the first and second Republics where he advocated for good governance, justice and equity.

While praying God to grant his soul eternal rest, he condoled with his family, friends, political associates and followers.

Today marks the beginning of Eid al-Adha, one of the most sacred festivals in the Muslim calendar. This celebration marks the end of the Hajj, the annual pilgrimage to Mecca, unfortunately due to the Covid-19 pandemic ravaging the world only a handful observed the annual exercise attended by millions.

Muslims in Plateau, Nigeria and around the world will come together with family and friends to pray, share a meal, and exchange gifts and blessings. Eid al-Adha, also known as the Feast of Sacrifice, is a time of forgiveness, compassion and generosity toward those most in need. Plateaunians from across the nation and from all walks of life can take inspiration from these shared values that unite us.

Eid al-Adha is a great opportunity for everyone to learn more about the Muslim community’s significant contributions to enriching the social, economic, political and cultural fabric of our society. We would like to reiterate our deep gratitude to Plateau people in general for all they have done to make the Plateau we know today a welcoming, inclusive, prosperous and diverse place that we all happily call home.

We send special salutations and commendation to our leader the Deputy Speaker House of Representatives,His Excellency, Rt.Hon Ahmed Idris Wase for the great successes achieved so far.

This year’s celebrations offer us another opportunity to reflect soberly on the state of our world, our country and our beloved constituency so that we can whole-heartedly thank God for the trials we have faced and the triumphs we have received. 

This year's hajj rituals is different from what it used to be with the cities of Mecca and Medina as meeting point for millions of pilgrims due to the Covid-19 pandemic, it is undeniable that the Almighty Allah is merciful and will hear the prayers of the faithful from everywhere.

The Speaker in a special Sallah message, on behalf of the Leadership,  Members and staff of the house felicitates with Muslims faithful on the commemoration of the Eid-el-Kabir. 

A statement from his Press Secretary, Bulus Atang reads that Abok calls on Muslims to always emulate the virtue of Prophet Muhammad which includes sacrifice, obedience, love for others and peaceful coexistence.

The Speaker added that  Prophet Muhammad preached and lived for peace which should be  exhibited  by every Muslim particularly in a diverse society such as Plateau and Nigeria at large.
 
He said  that the Eid-el-Kabir should be an occasion for sober reflections and commitment to ideals that would enhance peace and prosperity of Plateau State and the Country as a whole.

The lawmaker called on Nigerians irrespective  of their religion beliefs to use the period of Eid-el-Kabir celebrations to pray for an end to coronavirus Pandemic and other challenges Confronting the Nation.

Plateau State Governor and Chairman of the Northern Governors Forum, Simon  Lalong has rejoiced with Nigerian Muslims on the occasion of another Eid-el-Kabir, urging them not to allow the impact of the Corona virus pandemic to demoralise their faith.


Lalong in a statement signed by Dr  Simon Macham, his Director of Press and  Public Affairs to the Governor said this year's celebration comes at a peculiar time when the world is working hard to tame the Corona virus pandemic which has altered the way of life of people across the world.

He said, "Although the Muslim faithful is marking this year's Salah in unusual circumstances of restrictions, the essence of this spiritual event cannot be neglected. This is the time to demonstrate the virtues of peace, love, sacrifice and tolerance that are taught by the Prophet Mohammed".
He urged the Muslim ummah to exercise patience with restrictions that have been imposed to curtail COVID-19 as the guidelines issued are meant to prevent the spread of the disease and protect the people. 
Governor Lalong also reassured the people of Plateau State that his administration is taking proactive measures to ensure that the economy is boosted despite the the setbacks occasioned by the pandemic. 

He urged the entire people of Plateau State to continue to live in peace with one another, and consolidate on the tranquility currently pervading the State, calling on them to report all suspicious activities to security agencies who have made elaborate plans to tackle crime and criminality during the festive period.

Leadership of the All Progressive Congress  in Langtang North Local Government on Thursday said that it was not aware and never participated in any meeting held on Saturday 25th, July, 2020 at Josams Resort, Miyam-Tarok of Langtang North where some decisions were taken .



This was contained in a statement jointly signed by Hon. Sargwak Daniel ,APC Chairman, Langtang North L.G.A,          Selchang Yusuf Secretary, APC Stakeholders Forum, Langtang North L.G.A ,Geofrey Nandip
Chairman, APC Elders Forum, Langtang North L.G.A  and Binlir Dindam
Chairman APC  Ward Chairmen Forum, Langtang North L.G.A.


 The APC leaders said that If such a meeting was ever held, it never received the blessings of the Honourable Commissioner for Housing ( who is the leader of the APC in Langtang North), the Chairman of APC in Langtang North and the entire APC Stakeholders in Langtang North Local Government Area

The statement reads that " The  attention of the Leadership of the All Progressives Congress (hereafter referred to as APC), APC Stakeholders and the APC  Elders Forum of Langtang North Local Government of Plateau has been drawn to an online publication by an online media outfit in it's website; www.thestateofplateau.com, with the above caption. In the said publication, it was alleged that a meeting of the Tarok Elders Forum and stakeholders of the APC from Langtang North, Langtang South and Wase Local Government Areas was held on the 25th July, 2020 at Josams Resort of Miyam - Tarok of Langtang North. In the said publication, after the meeting, a communique, allegedly signed by Baba Burkat Zhattau, was issued.

"Consequently, we hereby dissociate ourselves from the  said ungodly meeting and the resolutions born from that meeting and therein contained in the publication. "

The APC leaders in the LGA further said that the  publication is another ploy by some publicity - seeking politicians, who are out to destroy the APC in Langtang North and distort the harmonious relationship and unity subsisting in the party in Langtang North.

 The APC in Langtang North is a united pillar that respect the leadership of the party and resolutions of the party. This kind of ambush will never  be tolerated and cannot go unpunished.  We shall take decisive action against those who are behind this callous publication 

. We call on the leadership of the party in the State to also investigate those behind this evil act and reprimand anybody found wanting. We equally demand an immediate apology from those behind this publication. We therefore urge members of the public to disregard the said publication as it is not emanating from the right source and does not represent the position of the APC in Langtang North L.G.A.

We hope that wise counsel shall prevail.

 They also said that the Rejoinder was necessitated by the need to put the record straight and enlighten members of the public on the true State of affairs

He urged Nigerians to embrace peaceful co-existence and pray to God to heal the land from the COVID-19 pandemic ravaging nations of the world, adding that God would use the celebration to better the lots of Nigerians who struggled daily to eke out a living amid numerous challenges confronting the nation.

Youth activist in Plateau State Comrade Pius Hoomen ,  has felicitated with  Muslims in the state and Country  on the occasion of the Eid-el-Kabir celebration, urging them to emulate the Holy Prophet Mohammed by imbibing the ideals of sacrifice exemplified by the Prophet.

He  also urged Muslim faithful to pray for God’s intervention over the coronavirus (COVID-19) pandemic in the face of resilient efforts by the federal and state governments to stem the disease outbreak.



“I implore our brothers and sisters to adhere to the hygiene and safety precautions to check the spread of COVID-19, including regular handwashing under running water, and use of alcohol-based hand sanitizers; wear facemasks when in public; avoid social gathering of persons 

“I call on our Muslim brothers and sisters to  remember to pray for peace, unity and progress in Nigeria .

 In a statement made available to newsmen in Jos, Comrade Hoomen also called for support for the Plateau State Governor Simon Lalong . It reads: “On this occasion of Eid-el-Kabir, may God bless us all with happiness and grace our homes with warmth and peace.” “Unlimited advancement, multiple blessing, undiluted happiness, endless peace and immeasurable joy are our wishes for all of us in this Eid-el-kabir celebration” 



Hoomen further added that “We must not forget to continue to pray for Plateau State and Governor Simon Lalong as he continues to work hard to restore the State to its former glory, a feat he is currently achieving with the upward direction the State is going. “Surely, the governor deserves the support of all in Plateau State. 



Lalong is doing well and i call on citizens to always support him ,he added .



He commended the Youths in Plateau state for their  support for Gov Lalong  and said, “we must use the Eid-el-Kabir celebrations to reflect further and pray for our country to overcome the many problems confronting it.

*Hails OPSH commander, troops on zeal to end skirmishes

AGAINST the background of reported lack of manpower to prosecute incessant unabated crises in Southern Kaduna,a non governmental organisation,Global Peace and Life Rescue Initiative, GOPRI,has appealed to President Muhamamadu Buhari to as a matter of urgency deploy more troops and fighting equipment to the area.

This was as the group also strongly commended Gov Nasiru El-Rufai, Operation Safe Haven,OPSH,the internal military outfit responsible for security in Jos and Southern Kaduna and other security agencies working in Southern Kaduna for what it called "their tireless and professional efforts towards restoring peace and order in the area."

The group, working on sustainable peace building in Southern Kaduna and other restive parts of Nigeria, in a statement, Thursday,by its Executive Director, Amb. Melvin Ejeh and Dr Kefas Kure, the Southern kaduna Coordinator, also tasked communities in the area to key into peace-mending efforts of the federal government and Governor Nasir Elrufai of Kaduna state by reporting criminals involved in the crises to security agencies.

 Thanking particularly the OPSH commander, Major General Chukwuemeka Okonkwo for what it called "his relentless efforts and genuine commitment" to seeing to the final end of the crises that have seen many lives and property lost for years",the organisation reiterated that it was time for the president to hearken to appeals from different quarters for reinforcement of troops and increment of hardwares to end the ugly situation.

"We strongly Commend President Muhammadu Buhari for his love for the country,  appeal  to  him to order more deployment of  air and land troops to the area. Southern Kaduna is very key to Nigeria and the lives of the people there matter.", the state said.

 According GOPRI,the proactive measures being put in place by General Okonkwo and his exhibition of professionalism were major factors that prevented the escalation of the age-long crisis.

While describing the actions of some elements which have cut down lives of many in the past as barbaric, senseless, inhuman, and unjustifiable,the group tasked people not to give the actions religious colouration but handiwork of criminals.

"While some people find it very convenient to sit at the comfort of their bedrooms to criticize security agencies without going to the root cause of the crisis and the efforts security agencies are putting up to stop the age-long crisis, we as an organizations that is on ground since the  crisis in Southern Kaduna and solely doing peace advocacy and threat analysis,will advise that such mindset should stop.

 Having undertaken an on-the-spot assessment of the crisis area,we make bold to state that the security agencies especially Operation Safe Haven are doing very well despite their numerous challenges ranging from lack of air support, logistics and lack of personnel.

" While not holding brief for the security agencies in any form,we note that Southern Kaduna has a large large marks and a population of over two millions people. 

"How can less than 2000 security agencies do the magic of being everywhere at the same time? The group said in the statement.

According to GOPRI,"We must also know that the crisis is as a result of criminal activities from two side of the divide and until we drop sentiments and tell ourselves the whole truths about this crisis and expose the criminals amongst us, peace will be difficult to achieve in this area."

"The crisis in some parts of Southern Kaduna was avoidable if only we come together and work as team to defeat the criminals instead giving religious and ethnic colouration to the detriment of national security, patriotism and good conscience," it said,adding that:"The security agencies are human who need our total support, cooperation and trust to succeed in their quest to defeat the criminals." 

"During our visit to the affected area yesterday again for peace and trauma healing advocacy, we saw massive deployment of troops of Operation Safe Haven in almost every location- from Manchok to Kafancha, to Zango Kataf villages and some villages in Kaura and Jema’a local government area.

"Some of the affected communities,during our interaction with them, commended the security agencies especially Operation Safe Haven for their timely response to most of the attacks,saying the situation would have been worse if not for their timely action," Ejeh added.

" We are therefore appealing to communities to be giving timely and accurate intelligence reports to the security agencies to enable them be proactive since they can’t be everywhere.

"We must learn to see the security agencies as our own instead of sitting  on the fence and be waiting for an attack to happen before we start blaming the security agencies," he stressed.

TAROK DECIDE: APC STAKEHOLDERS IN THE SOUTHERN ZONE ON THE MARCH..

The Tarok Elders Forum and Stakeholders of the All Progressive Congress (APC) from Langtang North, Langtang South and Wase LGAs held a meeting on Saturday 25th, July, 2020 at Josams Resort, Miyam-Tarok of Langtang North.

The meeting which was chaired by the Chairman, Tarok APC Elders Forum, Baba Burkat Zhattau extensively deliberated on issues affecting the party in Tarokland and also made the following observations: 
i. That the challenges confronting the growth of the party in Tarokland have adversely affected its performances in recent elections. This trend, the meeting believed, must be overcome in order to keep the Tarok nation relevant in the politics of the state and the Nation.
ii. The activities of a group of self-seeking politicians who have continued to traverse the state, purportedly discussing and taking decisions on behalf of members of the party in Tarokland, thus causing disaffection and division within the ranks of members. It was further observed that this group does not enjoy the mandate of the people and their activities are aimed at promoting self and ulterior motives.
iii. The unfortunate demise of the Senator representing the Southern Plateau at the National Assembly Late Senator Ignatius Datong Longjan; and the politics of filling in the vacant seat.

The Forum therefore made the following resolutions:
i. That concerted effort must be put in place to sustain the growth and development of the party in Tarokland. Regular meetings of party members are to be encouraged while greater mobilization and recruitment of new members into the party should be embarked upon without further delay. Party leaders, political appointees and elected Representatives in Tarokland are to take the lead on this important mission.
ii. That henceforth the APC in Tarokland will not hesitate to sanction any individual or group of individuals that elect themselves to discuss and further take vital decisions concerning the party in Tarokland without recourse to the mandate of the people. Where any individual or group have taken any decision on behalf of the party in Tarokland, such decision is condemnation in its totality and shall remain null and void and of no effect.
iii. That the forthcoming Senatorial Bye-election in Plateau State to fill in the vacant seat of late Senator Ignatius Longjan of Plateau South must be made open to all eligible candidates to contest as the position has not been zoned by the party to any section of the Southern Senatorial Zone. The Tarok nation is thus eligible to contest for the vacant seat and will thus present a candidate for the position. The meeting further calls on the party leadership in the state to provide a fair-playing ground that will ensure the emergence of the best candidate for the position.    

The  meeting whose communique was signed by the Chairman, Tarok APC Elders Forum Baba Burkat Zhattau and Secretary, Mr. John Ndam was attended by all the three Senatorial aspirants of Tarok extraction, Hon. Nanven Nimfel, Prof. D.D.D. Sheni and Nash Vongdip. The Forum further gave the aspirants up to the 8th of August, 2020 to come up with a concensus candidate else the elders will take a definite decision on that day.

You recall that the Senator representing the Southern Plateau, I.D. Longjan died earlier in the year and the race to replace him has just begun.

Plateau state Governor Simon Lalong, on Wednesday signed  the  revised 2020 budget into law .

Speaking at the occasion in Jos ,Lalong reiterated his  commitment to working through the  challenging period to effectively apply available resources to the most critical areas that will benefit the  people and assist citizens  bequeath a lasting legacy for our beloved State.



He said that with the revised budget signed into law, he would be  directing the Ministry of Finance, Budget and Planning and indeed all MDAs to ensure its strict and effective implementation in line with extant financial regulations.

"With the appointment of a reputable revenue collection firm, we shall redouble our efforts towards improving our revenue targets, especially the Internally Generated Revenue which is crucial to funding the 2020 budget."

He said his administration  shall also continue to strengthen the work of the Treasury Single Account (TSA); the Efficiency Unit; Bureau for Public Procurement; Liquidity Management Committee; as well as the Project Monitoring and Result Delivery Unit (PMRDU) to ensure that we maximize our resources and eliminate wastages.


Let me assure members of the Legislature that we as the Executive will cooperate with you in the course of your oversight functions to see that the budget is faithfully implemented so as to deliver the dividends of democracy to our people.

Mr. Speaker, My Lord the Chief Judge, distinguished ladies and gentlemen, I have equally directed that efforts be made to ensure the early preparation and presentation of the 2021 Appropriation Bill to the House of Assembly by at least, September 2020 to enable us comply with the State Fiscal, Transparency Accountability and Sustainability Program (SFTAS).
. Finally, I wish to call on all citizens to continue to give us the necessary support as we meander through this period of Covid-19 which is clearly bumpy and challenging.


It is yet another unique privilege for me to perform this very crucial assignment of signing the 2020 revised Appropriation Bill into law, albeit in unusual circumstances.

In recent times, this is about the first time we are having to revise a budget barely mid-way into its implementation. The reasons are not far-fetched as Covid-19 has changed virtually every facet of our lives.
Let me therefore convey my sincere appreciation to the Speaker of the Plateau State House of Assembly, Rt. Hon. Nuhu Abok Ayuba, the Leadership of the House and entire Honourable Members for rising up to the occasion to give the revised 2020 budget expedited attention.
Excellencies, Ladies and Gentlemen, you will recall that I signed into law the Plateau State 2020 Appropriation Bill on 23rd December 2019 tagged “A BUDGET OF RESCUE AND INFRASTRUCTURAL CONSOLIDATION”. 

The budget then showed an aggregate expenditure of One Hundred and Seventy Seven Billion, Three Hundred and Fourty Million, Five Hundred and Twenty One Thousand, Seven Hundred and Seventy Four Naira (N177,340,521,177.00) only.



Like I stated on that occasion, the budget was fashioned in line with the implementation of our Rescue Administration’s Three-Pillar Policy of Peace, Security and Good Governance; Infrastructural Development; and Sustainable Economic Rebirth.
We had barely begun its implementation when the corona virus pandemic hit the world and eventually landed our shores with devastating impact on our economy.

For us as a State, the impact has been huge as our earnings have drastically fallen even in the face of demands for funds to carry out statutory responsibilities and also respond to the challenges of the corona virus pandemic.
That is why we engaged in various cost-cutting measures to enable us manage the lean resources efficiently and also try to fulfill our most basic responsibilities of providing services to our citizens.
Despite these efforts, we have had to come to the point of reviewin

Pam Datiri  the Public Relations officer of the group in a statement made available  to newsmen in Jos also said that Cirfat  has  transformed the Institution  which has become the envy of many.

" As a group we are solidly behind the reappointment of Cirfat as Provost for a  second and final term as provided by the edict establishing the institution .

"Since assumption of office by President Muhammadu Buhari about three years ago  , the Provost who is known for transparency rekindled hope in both staff and students ."

"The standard of education in FCE Pankshin has improved greatly since Cirfat assumed office as Provost ."

" We can not afford to go back to the dark days  of strikes actions ,in house wrangling ,students demonstration and religious disharmony in the college ."

Plateau -58 health workers affected by COVID 19 ,records 19 deaths

Plateau state government has said that the state has recorded 19 fatalities from COVID-19.

The Secretary to the Government of the State,(SGS), Professor  Danladi Atu, said  this in  a press briefing on Tuesday in Jos .

"Our health workers who are on the frontline have also been affected by the virus. So far, the total health workers affected is 58  ."


He also disclosed that the state has so far conducted 14,816  COVID-19 tests and out of which 10,982 results have been received ,while 3,894 results are pending and 982 persons  have tested positive to the virus .

He said that the State is now experiencing community transmission of the virus.



"This has made the State to commence mass testing of the citizens. Currently the State has been given sample collection target of 87,000. Meaning we have tested about 485 people per day."

Atu further said that the total number of people on admission is 221 .



The Governor also made efforts to increase the Covid-19 testing facilities in the State. I am happy to inform you that as at today, we have 3 testing centres in Plateau State located at the NVRI Vom, Plateau State Specialists Hospital and the Jos University Teaching Hospital.

This has greatly enhanced our testing capacity and enabled us to know the extent of the spread of the disease in the State and also respond appropriately

" Following the directive by the Governor that all staff of Ministries and MDAs be screened, we have so far conducted tests for 4,422 staff of 54 MDAs with 174 of them testing positives. The tests are continuing. This makes Plateau State the first in the country to commence mass testing of Civil Servants".





The SGS further said that "In view of the forth coming Eid-el Kabir celebrations on Friday, 31st July, 2020, the State Task Force on COVID-19, convened a meeting with the Muslim Ummah and the Security Chiefs in the State.


Atu further said that all prayers at Eid grounds be suspended in the State and restricted to Friday Mosques only, while at the same time observing all Covid-19 protocols.

He cautioned that ederly people are encouraged to stay at home as they are the most vulnerable to the virus ,while  all festivities, including visits to recreational Centers such as Zoo and Wildlife Park be halted.

Atu encouraged residents to  strictly use Face Masks during the occasion and especially children conveying food items to neighbours , while movement of commercial vehicles is to be restricted, except on emergency cases.

He said that a two  day suspension on Tricycles movement shall be observed before and after the prayers from 31st July – 1st August, 2020) , while the Federal Government Curfew from 10:00 pm to 4:00 am shall be enforced.

"That there should be greater enforcement of existing Covid-19 protocols during the Sallah celebrations."

The Plateau State Local Government Service Commission (LGSC) has transferred 7,551 out of the 10,378 unified staff across the 17 LGCs of the state to meet the four demands of the tripartite workers of the commission, namely, the Nigerian Union of Local Government Employees (NULGE),Medical and Health Workers Union of Nigeria (MHWUN) and National Association of Nigerian Nurses and Midwives (NANNM) of "No Work, No pay",Staff Promotion,lack of conversion and the transfer of Staff who have spent more than five years in a particular station.

This disclosure was made at a media briefing with a select media representatives at the newly renovated conference hall of the Commission in Jos by the Permanent Secretary, Mr.Henry K Lankwap before Management of the Commission,DG and the Management of the Primary Health Care and Development Agency, Directors of Personal (DPMs) and Directors of Finance (DFS) of the 17 LGCs of the State.
The Permanent Secretary, Mr Henry K.Lankwap hinted that armed with the approval of His Excellency, the Executive Governor of Plateau State and the Chairman of the Northern Governor's Forum via a memo to allow the Permanent Secretary and Directors of the commission to carry out transfer of Staffers of the  17 LGCs who have stagnated in the same station for a period over fifteen years, today the commission gave the Directors of Personnel the transfer letters to the affected staff after the endorsement of their respective council Chairmen.
Lankwap also explained that the transfer was done in conjunction with relevant agencies like the Plateau State Rural Water Supply Agency (PRUWASSA),Plateau Potato Value Chain Support Project, the National Social Investment Programme, Plateau State Cash Transfer Unit, the Plateau State Primary Health Care Development Agency, the Plateau State Aids Control Agency, the Community and Social Development Agency and the Plateau State Football Association, all contributed in transferring Staff responsible for implementing world bank programmes and projects supported by UNICEF, EU et al.
The Permanent Secretary expressed the appreciation of the commission to the Executive Governor of Plateau State, the tripartite union's well as the Press in bringing back the Glory of the Plateau State Local Government Service Commission. He hinted that in order to handle the task ahead, the Directors of Personnel Management are to constitute a Committee in their respective LGCs for the proper documentation of all involved staff to give room for a seamless exercise in the interest of the service.
In his remarks, Dr Livinus Miapkwap,the Executive Secretary of the Plateau State Primary Health Care Development Agency commended the Permanent Secretary of the Commission for always being there for the Agency with his wealth of experience and expertise which helped his Agency to have national recognition of coming second position in the Immunization Program and the Proper Dietary Guidelines,which attracted two world bank projects. He promised to continue collaborating with the Commission.
The NULGE President in address said that the bringing to light and the actualisation of the transfer of Staffers at the third tier of Government is not only historic but that history will be kind to the Permanent Secretary and his team. He appealed to the Commission and ALGON to pay disturbance allowances to all concerned Staffers.
Comrade Selkur Dashe, the Plateau State Chairman of the Medical and Health Workers Union assured the Executive Governor of Plateau State and the Commission of 100% support for the posting.
Comrade Briskila D Dabit, the Plateau State Chairman of the National Association of Nigeria Nurses and Midwives called on Directors to cooperate with displaced Leadership of Unions and eulogized the Permanent Secretary for revolutionizing the Commission.

Uncertainty looms in petroleum sector, over agitation to scrap PEF

 Independent Petroleum Marketers Association of Nigeria (IPMAN), on sunday  said that there is looming crisis in the sector, over agitation on the Federal Government to scrap the Petroleum Equalisation Fund (PEF).

IPMAN, made  this known  in a press release issued by its National Secretary, Alhaji Danladi  Pasali,  in Jos.

It said: "It is with great concern that we deemed it absolutely necessary to stress that the ills well agitation and pressure by some unscrupulous political elites, trying to mislead the Federal Government to scrap the Petroleum Equalisation Fund (PEF), under the Ministry of Petroleum, is to say the least an attempt at destabilising and sabotaging, Government ongoing feat of successes of reforms in the petroleum sector."

According to IPMAN, sections 2 of the PEF Act,
stipulates that; "The Fund shall be utilised for the reimbursement of oil marketing companies for any loss sustained by them solely and exclusively as a result of the sale by them of petroleum products at uniform prices throughout Nigeria being prices fixed by the Minister pursuant to section 6 (1) of the Petroleum Act."

They said they are pleased to say the agency is motivating them and Nigerian public in general to do business.

They said however, information reaching them revealed that the Ministry is under intense pressure to succumb to the unhealthy agitation, to scrap the PEF, which is not in any way a good omen for the sector.

"..and such agitation is nothing than looming crisis in the sector which will in the short and long run harm the nation and its stability," they added.

IPMAN said the agitators should clearly understand that,  marketers/consumers are sole contributors to the equalisation fund, against their wishful thinking that Government is spending monies on marketers.

"As contributors to the Fund, we have not in any way ever complaint or contemplate advising Government to scrap the PEF," they added.

"We want to put it on record that should it be scrapped, it will surely cause disparity in prices, wreak havoc on marketers, and inevitably push many of our members out of business.

"Besides pushing us out of business, Nigerians, in most part of the country stand the risk of buying product at hike prices, we see the danger of people buying at not less than N400 per liter or even above. In general terms the country's economy will face major setback," they said .

IPMAN said they are compelled to react because as major players and key stakeholders in the petroleum industry, it is also their responsibility to always call the attention of Government and indeed Nigerians, on any looming danger in the sector.

"Furthermore, it is our firm belief that the agitators, are only determined to sabotage Government efforts, of good reforms that will not only make marketers to trade with ease and confidence, but also make Nigerians to continue to afford petroleum prices," they said.

They alleged that the agitation has plain political under tune, towards 2023, while some politicians are planing to also come over to loots the funds.

'It is our strong belief that the Federal Government through the supervising ministry of petroleum resources, will not heed to the agitation, talk less of scrapping off the PEF.

"We further vehemently, advised that Government should  out rightly discard such agitation, that is anti progress, anti well-being and economic advancement of our country.

"We caution that we will not accept any plan to scrap the PEF," they threatened.
