After about 33 years without a substantive traditional ruler, the people of Kwo Chiefdom in Qua'an Pan Local Government Area of Plateau State now have a traditional head. Similarly, the people of Namu Chiefdom of the same Local Government now have a traditional ruler after about 15 years without one. 

This follows the installation and presentation of staffs of office to His Royal Highness, Miskoom Fidelis Longtoe Attahiru as the 27th Long Kwo (2nd class ruler of Kwo Chiefdom) and His Royal Highness Safiyanu Allahnana Magaji III, (Long Jan of Namu Chiefdom).

Speaking at the event which took place at Ba'ap, Headquarters of Qua'an Pan LGA, Governor Simon Lalong said the installation no doubt evokes a lot of passion and excitement among the people of these two Chiefdoms for the fact that they have been without substantive traditional rulers for a very long period of time. Within this period, the people have yearned for the peaceful resolution of the obstacles to this coronation.

He said his government refrained from interfering with the selection of the two traditional rulers as a way of ensuring that the will of the people prevails and the atmosphere for peace and tranquility blossoms in all Chiefdoms. 

He urged them to do justice to all and shun any act that will destabilise the peace that has been restored in the Chiefdoms and the State. 

He said "Your Royal Highnesses, as you carry out your responsibilities, I admonish you to be proactive and work with your people to identify and fish out criminal elements not only for the safety of your jurisdictions but the entire State. Government will support you to carry out this task in collaboration with the security architecture and the Local Government Administration. In addition, we expect that the recently trained and deployed Community Police Constables and vigilante groups will be carried along in intelligence gathering that is vital to addressing criminality".

On some security concerns over activities of criminals in forests around the Local Government, the Governor said, "I am aware of the security concerns about criminal activities in and around the forests in Quanpan LGA and others. Let me assure our people that the Government is working hard to address this situation and enhance security and safety of the people. Already, President Muhammadu Buhari has approved the taking over of the Pandam Game Reserve by the Federal Government as a National Park".

The two traditional rulers promised to work for the unity, peace and progress of their Chiefdoms and be fair to all law abiding citizens residing in their Chiefdoms irrespective of creed, religion or any affiliation. 

Earlier, Governor Lalong visited Namu to sympathise with the people over the inferno that destroyed goods worth millions of naira at the Bwall-Namu Yam Market. He urged them not to be deterred as the fire incident is a setback that they have to overcome. 

Apart from making an initial donation of 10 million naira, the Governor said the Government will work out a long term plan to create a suitable market and enhance safety of traders and their goods. 

Governor Lalong also inspected ongoing construction projects of Shendam bye-pass road, 100-bed mother and child hospital Namu among others.

The management committee Chairman Jos South LGA, Hon Dachung Yohanna Choji , today paid a condolence visit to the family of late  Ujah Pozoh Jauro Magaji who passed away on the 28th March,2021 over a brief illness. While sympathizing with the Anaguta Traditional council at the residence of the late Monarch ,Choji prayed for the soul of the Chief to rest in peace as he said the people of Jos South are also sympathizing as this is a big lost not  to the Jos North community  alone but to the entire State and also to Jos South as it's a twin Local Government Area with Jos North LGA, He went ahead to condole with the family that God gives and he also takes at his own time. Choji said, the late Monarch has contributed alot to the peaceful development of the LGA and has done his part and left for us to emulate the positive legacy he has left behind as he has gone to rest with his maker and father.

Choji wished the immediate family and the entire Anaguta Chiefdom to take the lost in good faith as the Lord doesn't make mistakes.

Hon Choji also condoled with the wife of the late Monarch and prayed to God to calm and comfort her over the demise of her husband the late Monarch.

In response, the Anaguta traditional council while receiving the chairman appreciated his kind gesture by commiserating with the Anaguta chiefdom and the Jos North LGA for the lost of their monarch and wished him and the entire people of Jos South God's blessings with such an act of Love.

Plateau state Governor Simon Lalong on Wednesday reaffirmed that his adminstration remains  commitment in completing all the hospitals being constructed under the Lalong Legacy Projects across the three senatorial districts. 

He made this known while speaking at the launch of the basic healthcare provision fund in Jos .

Lalong who was represented by his deputy Prof Sonnie Tyoden said "Already, we have completed abandoned hospitals in Riyom, Kanke and Langtang South Local Governments which will soon be commissioned.

In his words" There is no doubt that out-of-pocket payments for health services have been considered a highly regressive method of healthcare financing globally and it greatly deepens inequity in access to healthcare. 

 As at today, it constitutes over 70% of the methods of healthcare financing in Nigeria. The inequity in access negatively affects the poor and vulnerable among us to a greater proportion. This is because at their point of seeking healthcare, they are squeezed between seeking the care that they need and meeting other basic needs such as food, clothing and shelter.

Operating at such a low financial level has a propensity to tilt them towards choosing other needs rather than healthcare. Such a delay in seeking care can increase the incidence of complications and mortality. Thus, poverty magnifies the predicament that ill-health places on them. 

 This has over time led to unnecessary deaths among our citizens and has placed Nigeria low in health rankings globally.  There is no doubt that out-of-pocket has immensely decelerated Nigeria’s aspiration to attaining Universal Health Coverage.

He said that " The creation of the Basic Health Care Provision Fund (BHCPF) through the National Act 2014 and its subsequent operationalization by the current administration signifies Nigeria’s commitment more than ever to the realization of Universal Health Coverage."

" Indeed, this yearning of ensuring that all citizens of Nigeria wherever they live are able to access the quality healthcare that they need – whenever they need it – without being subjected to financial hardship is viewed by the Rescue Administration as not just a fundamental human right but also a noble task that governments across the federation should embrace and invest in. 

Lalong further said that The BHCPF, an invaluable initiative of the Federal Government of Nigeria has laid a solid foundation for our goal of achieving Universal Health Coverage. The creation of the Plateau State Contributory Healthcare Management Agency (PLASCHEMA) as an implementing institution of the NHIS gateway in Plateau State in the year 2019 presented the Government of Plateau State an opportunity to benefit from the laudable initiative. 

 This Agency is also structured to entrench a more progressive system of health care financing in the State. Together with the Plateau State Primary Health Care Board, the bedrock of health system solidly in place, I can say without an iota of doubt that Plateau State has commenced the journey to attaining Universal Health Coverage.

Among other things, the BHCPF seeks to reduce to the barest minimum out-of-pocket expenditure on healthcare; increase fiscal space for healthcare; as well improve the life expectancy of the citizens of Plateau State. With this social investment leaning in the direction of providing succour for the poor and vulnerable population, the Rescue Administration strongly subscribe to it.

 Already, 2% of the Consolidated Revenue Fund of the State and the 17 Local Governments is being set aside as Equity Fund by Law. This is a deliberate effort by the government towards achieving Universal Health Coverage and contributing to the Basic Health Care Provision Fund. 

 This has tremendously increased the fiscal space for health in the State in a greatly sustainable manner through legislation. With this increased expenditure on health in Plateau State and the provision of premiums by the Basic Health Care Provision Fund, it is our undying hope that maternal mortality rates will precipitously decline, and our children will no longer die from preventable childhood illnesses through robust immunization, provision of vaccines, essential medicines and management of these ailments at the Primary Healthcare Centres.

He also said that The Plateau State Government will ensure appropriate and strict management of the BHCPF in accordance with the provisions of its establishing Act and operational guidelines. This will justify the confidence reposed on the State Government by the Federal Government and donor Agencies. 

 With the Covid-19 pandemic and dwindling resources, this initiative has come to help the government of Plateau State increase the fiscal space for health generally; health system strengthening, particularly at the Primary Health Care level, and ensuring access to healthcare for Nigerians particularly the poor, thereby contributing to overall national productivity. It is therefore, only pertinent that the resources committed to this course are utilized efficiently and with results to show.

 In conclusion, the launch of the BHCPF today marks a boost to our journey towards ensuring equity and reduction of inequality in use and access to health services particularly among the most vulnerable group who live with us.  It is our concrete believe that this initiative will lift the people of Plateau State out of poverty and guarantee access to quality health services across the 325 PHCs accredited, one in each of the 325 State Wards and other private Primary and Secondary health care facilities across the seventeen Local Government Areas of Plateau State.

Plateau State Governor Simon  Lalong  on Tuesday said traditional rulers need to play a greater role in enhancing the security of their domains and the entire nation.

Governor Lalong stated this while installing two second class Chiefs in Wase Local Government Area of Plateau State. The Chiefs are Chief Lot Nden, Ponzhi Kadarko Chiefdom and Alh. Muhammad Asi, Aku-Jukun of Mavo Chiefdom. 

While presenting the staffs of office to the two traditional rulers after they took the oath of allegiance, Governor Lalong said the restoration of the two Chiefdoms was in fulfilment of his campaign promise and the desire to meet the yearnings of the people in the spirit of equity and justice. 

He charged them to bear in mind the fact that this honour is a huge burden which must be discharged with diligence, honesty, justice and the fear of God. 

He said "With the Staffs of Office in your hands, you cease to be champions of one particular clan, tribe, denomination or religion. You are fathers to all that reside in your domains irrespective of where they come from. Always remember that the traditional institution has played and will continue to play a significant role in the peace, unity, progress and security of Plateau State. These are the virtues we expect you to promote and uphold as we consolidate on the peaceful ambience we have worked hard to restore which is bringing back Plateau to its place as the Home of Peace and Tourism".

He said any community leader or traditional ruler who is unable to assist security agencies towards arresting criminals within his domain will be held to account. 

"let me warn that any traditional ruler who is found to be promoting ethno-religious hatred, injustice, disharmony or shielding criminals will not only be dethroned, but will be made to face the laws of the land" he warned.

A statement made available to newsmen in Jos and signed by  Simon Macham his director of Press and  Public Affairs to the Governor said the two traditional rulers described Governor Lalong as a rescue leader who has fulfilled the dreams of the people that have lingered for many years. They promised to cooperate with the Government and support all the programs that are targeted to improving the quality of lives of the people. 

Emir of Wase Alhaji Muhammadu Sambo Haruna commended Governor Lalong for keeping to his words and making the dreams of the people in the two Chiefdoms come true.

He assured the Governor that the traditional Council will work together to support the Government in all its programmes.

Governor Simon Bako Lalong has institutionalised ICT local content in Plateau state with approval for the establishment of the Office for Plateau State Content Development (OPCD) to be domiciled within the Plateau State Information & Communication Technology Development Agency (PICTDA).

The OPCD will, for now, operate as a desk office inside the state’s IT development and regulatory agency.  The new office will operate as a programme of the PICTDA. Part of the mandate of the OPCD is to implement the statutory guidelines requiring all government ministries, departments and agencies (MDAs) to seek clearance from the PICTDA in respect of all ICT procurements and installations.  

“Governor Lalong has continued to provide visionary leadership and notably in ICT, Plateau state is being prepared to be an active player in the digital economy with up-front policies aimed at building local capacity and patronage for indigenous talents, said Director General of PICTDA, Daser David in Jos, Plateau administrative capital.

National ICT local content implementation since 2013

At national level, ICT local content implementation effectively commenced in December, 3 2013 following the creation of the Office of National Content (ONC) designed to operate as a programme of the National Information Technology and Development Agency (NITDA). 

Inspired by the successes of the Nigerian Content Development and Monitoring Board (NCDMB) within the oil and gas industry, ONC was modelled to work closely with the NCDMB with the overall objective to promote indigenous ICT entrepreneurship and ensure government patronage  for  local ICT companies.

OPCD to show preference for indigenous companies

Also by design, the OPCD is targeting to “promote indigenous content by ensuring that preference is given to indigenous companies where capacity or the product or service exists before attempting to source outside.

“A focus on indigenous or local content to achieve the development of local skills, technology transfer, use of local manpower in manufacturing and service provision. A move towards ICT development as enshrined in the mandate of PICTDA.

“The registration of all ICT companies in Plateau and the domestication of the guidelines for Nigerian Content Development in Information and Communication Technology (ICT) with a focus on revenue generation for Plateau State.”

Since 2013, the NITDA has aggressively pursued the implementation of the local content guidelines to achieve a target of 50% local content in the industry. With the creation of the OPCD, Plateau state is similarly seeking to impose local content requirements on companies operating in the sector.

Plateau State Governor Simon  Lalong on Monday  sworn in the new head of the State Civil Service Engr. Sunday Chong Hyat and 14 new Permanent Secretaries with a warning for them to guard against politicising the service.

Governor Lalong said the appointments which were made purely on merit, became necessary to fill existing vacancies created by the retirement of the Head of Service Mr. Izam Azi, mni and some Permanent Secretaries.

He urged them to consider their appointments as a great privilege to contribute their quota towards building a greater Plateau State by showing excellence and patriotism. 

He said "Your appointments are not opportunities to engage in self-aggrandizement, self-enrichment and pursuance of parochial interests. Rather, these responsibilities demand that you take your commitments to the next level by exhibiting high sense of duty and patriotism. I expect you to be above board in your conduct in order to assert yourselves and earn the confidence of those under you. You must play strategic roles as mentors and leaders and be able to punish indolence and reward excellence and loyalty. Do not celebrate nor promote mediocrity, laziness and non-performance".

Lalong also warned them against promoting the matters of ethnicity and politics in the civil service saying "I will also be watching you closely to ensure that you do not only supervise those under you, but will not hesitate to sanction any of you who fails to deliver his or her duties as expected. Let me warn you against promoting ethnicity, religion or politicising the civil service. Such actions will not be tolerated as the civil service is a professional calling which must remain so".

To further strengthen professionalism in the civil service, the Governor directed that henceforth, appointments to the position of Permanent Secretary shall be based on professional aptitude tests and examinations that are ICT-based. This will also cascade down to other levels as we move governance towards e-platforms that will improve efficiency, productivity and value. 

Lalong used the occasion to reassure Plateau State civil servants of the commitment of his administration to continue to prioritise their welfare and well-being. He challenged the new Head of Service and Permanent Secretaries to work hard and promote better industrial harmony between the Government and its employees, saying he has directed that a Permanent Secretary be designated to handle labour matters in the office of the Head of Service.

Responding on behalf of the appointees, the new Head Service Engr. Sunday Hyat appreciated the Governor for the previlege offered them and assured that they will put in their best to serve the administration and the people of the State.

The statement reads that  “Since I heard of this incident, I have not been my usual self ,i feel very sad.

The Governor in a message of felicitation described Nde Waklek who is also Wazirin Pankshin as an astute professional who continues to deploy his vast experience to the service of Plateau State, Nigeria and humanity having served in several capacities in the State including Permanent Secretary. 

He said the elderstatesman carries with him a rich pedigree of patriotism, diligence and excellence that has characterised his life as a civil servant and even at retirement. 

Lalong in a statement signed by Simon Macham., the director of press and public affairs said as Chairman, Governing Council of Nigeria's premier University, the University of Ibadan, Nde Waklek has proven to be a man of honour and integrity as he has brought stability to the institution, making it remain focused on research and learning. 

As strong member of the Kaduna Polytechnic Alumni Association, he has equally demonstrated his passion for educational development, especially technical and skills building. 

The Governor also said Nde Waklek who was one time President of the Ngas Development Association continues to show deep passion and commitment to the promotion and sustainance of the Ngas culture and tradition by mentoring the younger generation to appreciate their heritage.

The Plateau our Heritage, POH, has been taken aback by a disturbing revelation by the executive Chairman of Quan Pan local government area of Plateau state,Hon. Abdulmalik Yusuf Haruna that hinged on illegal movement in to  plateau state government's owned Pandam Game Reserve by unknown fulani herdsmen. 

Though, the POH would have ignored the interview he granted a national newspaper, the "Daily Asset" on the discovery, but because of the tension this encroachment had generated and is still generating in a similar reserve in the southern parts of the country, the POH deems it necessary to lend its voice to the concern the council

Chairman had said in the interview that, "We have earlier on sent surveillance team and have alerted Government. We can't denied the fact that the movements today, people were been pursued from somewhere and normally they have to seek for safe haven. The issue of Pandam, we have been complaining long ago because it has been abandoned by the State Government for quite a long time. There are Fulanis there we can not denied that fact, but we can't say they are plenty or whatsoever but few are there. We have gone there with two surveillance and we have alerted the state government"

While we commend the federal government for its plans to take over the game reserve as was  disclosed by the executive governor of Plateau state, Barr. Simon Lalong during his recent media parley,  the discovery of an influx of unknown persons into the forest reserves in their numbers without their wives, children and valuables is the reason for a call for immediate intervention by concerned authorities to halt the trend.

We are equally challenged by the concerns raised by the Pan Youth Association, PYA, in a release signed by Comr. Dama Yonmi, the National President of the  association who stated that "It is on record that from the North, South to the Eastern part of Nigeria, the peculiar security challenges has seen  Fulani herdsmen illegally occupying reserve areas and not only that, but using such forests as launch pad for series of unusual crimes such as banditry, kidnapping, rape and all sort of terrorist activities connected there to" and as a responsible body, the POH has no choice but to support this assertion. 

And coming from a reliable news medium like the  "Daily Asset" that "There is heavy movement of persons believed to be strange Fulanis into the famous Pandam Game Reserve located in Qua'an Pan local government areas of Plateau State confirmed by locals" is quite disturbing when viewed from the security challenges our people and other Nigerians are going through, it is therefore a cause for concern which needs urgent and proactive govt intwrvention. 

And for sources to lament that already some of their women and daughters are being  raped by the foreign occupants of the Park whenever they go to look for firewood" is unacceptable and the government must rise up to its responsibilities. 

The news quoting a community source hinted that as a vigilant community, "all the time, we have tried our best by informing the security agencies, qnd the Traditional Council but it seems no body is taking it serious even with what they are already doing to our people," they  cried out", indicating clearly that the matter is beyond them and help must reach them at this critical moment. 

The POH is joining all well meaning and peace loving stakeholders to call on the Plateau and federal governments to investigate this and rise to the occasion before it becomes late.

Our people have suffered unjustly because of seeming carelessness of the authorities in the past and we are alerting  on this situation because as the adage says "a stitch in time saves nine"

National and State Houses of Assembly Election Petition Tribunal sitting at the High Court of Justice West of Mines Jos in a petition filed by Rt. Hon. George Daika and the PDP against INEC, Prof Nora Daduut and the APC on Friday upheld the argument of Counsel for the Respondents in the matter and rejected the evidence of PW17 (Pam Gyang Davou).

This is the second time in less than one week that the petitioners have suffered setbacks in their attempts to prove their case before the Tribunal.

Recall that on Monday 21, March 2021, the Tribunal in its ruling on the competence or otherwise of PW16 (Moses Thomas Sule,  a.k.a BB), upheld the submissions of the Respondents’ Counsel that the said witness (on Subpoena) was incompetent to testify before the Tribunal.

Counsel for the Petitioners, S. (Oyawole) had on Thursday, sought to lead PW17 in evidence in Chief when Counsel for the Respondents (Ibrahim K. Bawa SAN, Pius A. Akubo SAN and Garba S. Pwul SAN), vehemently objected to the competence of the witness arguing that he was not listed on the list of witnesses by the Petitioners in their Petition.

In its ruling, the Tribunal found merit in the objections of the Respondents’ Counsel to the competence of Pam Gyang Davou as an unlisted witness and therefore held that he was not qualified to testify for the petitioners not withstanding the fact that his statement on oath was front loaded.

Speaking during the reconciliation visit, the team leader and chairman Zangon Kataf LGA, Dr Eliaz Manza said they dissociated themselves and the whole community from the activities of the violent protesters, noting that troops presence was for their safety and security, stressing that OPSH is doing much towards bringing the lasting peace in Southern Kaduna in general and Zangon Kataf in particular. 

The team leader assured that such violent act would never reoccur again, therefore pleaded that OPSH should remain in their locality. He further assured the operation of their support and cooperation towards achieving the lasting peace in the area.

Plateau state Governor Simon Lalong on Thursday inaugurated the Plateau state revenue council and the Governing council of the state Internal Revenue Service .

Speaking at the occasion held at the New Government House in Jos ,Lalong said ,Today marks another milestone in our journey as a State, towards improved revenue generation and self-sufficiency. This event provides me an opportunity to set the tone for the full implementation of the new Plateau State (Consolidated) Revenue Law, also known as the Revenue Law 2020, which I expeditiously assented to, in November 2020.

He said that It is no longer news that there has been a remarkable decline in revenue allocation to States, from the Federation Account. This is primarily occasioned by the continuous fall in crude oil prices in the international market, and most recently, the dreaded Covid-19 pandemic which has ravaged the world for over a year now. 

Lalong further said  Even before the outbreak of the COVID-19 pandemic, our administration has continued to make frantic efforts towards improving the revenue profile of the State by looking inwards for more internally generated revenue. Instructively, experts’ projections indicate that Plateau State has an internal revenue capacity of more than N5 Billion Naira per month. 

He said that  This explains why before the disruption caused by COVID-19, our administration was able to jerk up its Internally Generated Revenue from about six hundred million naira monthly in 2015 to about nine hundred million in 2019. This shows that the projection by experts is in the right direction and we can actually do far more than we have been doing if we put our house in order.

5. Over the years, the decentralized operation of State MDAs and other revenue generating agencies have created structural and technical gaps, which reduce the efficiency and effectiveness of revenue generation and collection in the State.

Lalong further said  In line with my firm resolve to address this challenge and improve the revenue profile of our dear State, my administration engaged Compliance Professionals Plc. (CPP), a reputable tax consortium, to help steer the transformation of revenue administration across the State, including at Local Government levels. 

" Our engagement with CPP led to an in-depth assessment of the current state of the IGR environment in Plateau State and the dissection of the 2017 Revenue Law which gave birth to the new Plateau State (Consolidated) Revenue Law, also known as the Revenue Law 2020, which I signed into law at the close of 2020. I want to once again appreciate the Rt. Hon. Speaker and Honourable Members of the State House of Assembly for their thorough and expeditious passage of the bill. "

He said  This journey has led to the development and implementation of the plan to effectively transit from the current state to a harmonized internal revenue generation and collection system, thereby improving efficiency and effectiveness and significantly increasing bottom lines.

"As a result of this, a new and viable template called Plateau State Revenue Generation Project has been developed by the CPP. This is expected to be a game changer because it seeks to completely rethink the way and manner in which revenues in the state are generated and ultimately make Plateau an example for other States to emulate."

He further said" A very vital part of the project approach and organization is the Harmonized Revenue Administration Process Redesign (HRAPR). This approach seeks to Implement the right revenue administration process across all MDAs and LGCs, and ultimately across all main revenue lines with priority on areas of high revenue capture. The main aim is to ensure that changes in this project are institutionalized."
